Demolition Process
  • The 5 selected tenderers were invited from the
    pre-qualified register with the Department of
    Transport (DOT).
  • The tender process includes evaluation against
    such criteria as
  • Technical, managerial, physical and financial
    resources
  • Previous contractor performance
  • Service delivery
  • Quality assurance
  • Employee and industrial relations
  • Safety record.
  • This ultimately leads to an award of contract.

Demolition Issues
  • Time
  • Demolition has taken longer that expected. The
    Department has been advised that safety has been
    the driver
  • Once demolition had commenced details of the
    design of the structure became apparent which
    required a number of changes to the demolition
    methodology.
  • Residents concerns primarily around safety and
    traffic management also instigated supplementary
    measures to the demolition methodology.

  • Residents Complaints
  • The contract provides for the demolisher to carry
    out demolition safely and in accordance with
    relevant standards and permits, protecting both
    workers and public.
  • The Department requested the demolisher to have
    open dialogue with residents.

Demolition Current Status
  • Actual Completion Date Wednesday, 12th November
  • DEECD Action
  • The delay caused to the overall programme
    by the demolition has been reduced by the
    overlap of the engagement of the
    remediator to allow for EPA submissions
    and approval.
  • The Department will also look to coordinate
    works with the remediation contractor to
    facilitate the commencement of
    construction.

Remediation
  • EnviroPacific Pty Ltd. has been appointed as the
    Remediation Contractor. The Construction
    Environmental Management Plan and the treatment
    methodology proposal has been approved by the
    EPA.
  • The remediation process has commenced
    EnviroPacific Pty Ltd have taken possession of
    the site on the 13th November..
  • The next steps will involve
  • Slab Removal
  • Excavation of contaminated soil
  • On site treatment of excavated material
  • Detail excavation for new construction
  • Handover to construction contractor

  • DEECD advertised an EOI in August for the
    construction of Albert Park Secondary College.
  • DEECD Short listed in September to identified the
    contractors we intended to invite to tender.
  • Tender documents were issued in October
  • Tenders close on the 26th November

  • Next Steps
  • Evaluation of Tenders received with contract
    award to occur in December.
  • The engagement of the construction contractor in
    December 2008 will allow for coordination between
    the two contractors to facilitate the
    commencement of construction
  • The construction time frames for the project are
    estimated at 12 15 months.

Design and Construction
  • On a multi storey project of this size with the
    limitations of the site and allowing for
    potential remediation completion, DEECD has been
    advised that the construction timeframe cannot
    achieve completion for the start of the 2010
    school year.
  • The current estimate is that the project will be
    complete during 2010 for a 2011 opening.

Other Issues
  • Foote Street
  • Potential closure of a portion of Foote Street
    and incorporation into the school design.
  • The Department is currently undertaking an
    analysis of contamination of the area prior to
    proceeding with discussions.
  • The next steps will be examining the results and
    continuing discussions with the City of Port
    Phillip and Mirvac

  • Albert Park Childcare Centre
  • The City of Port Phillip has developed a Precinct
    Proposal incorporating a new Childcare Facility
    located at Liardet St
  • Council has advised that development of a new
    permanent Childcare / Kindergarten facility on
    the Port Melbourne Primary School was not
    possible due to site constraints.
  • Anticipated completion during 2010.
