8How have key issues been taken into account in
delivery action planning so far?
- NI 152 relates to people of working age claiming
out of work benefits, including Jobseekers
Allowance, Incapacity Benefit, Lone Parents on
Income Support and others on income related
benefits. - This incorporates the most disadvantaged,
including residents of deprived communities,
ex-offenders, people suffering ill-health,
refugees, NEETS and drugs alcohol users.
Although targeting these groups is not a specific
requirement of the LAA, 'narrowing the gap' is a
local priority. - Integrated Skills and Employment, City
Strategies, NESPS. A range of national, regional
and local programmes targeting key client groups
and areas - DAF, LEGI, NDC, JCP.
9How have key issues been taken into account in
delivery action planning so far?
- Action Planning involved identification of gaps
in service delivery through the Outcome Based
Planning Event. - Prior to LAAs mainstream services are taking
into account effects of recession and the impact
upon people

- NI 165 (Level 4 or higher) is being worked on a
sub-regional basis issue of retaining graduates
and upskilling local people - NI 164 (Level 3 or higher) success rates of
males compared to females needs to be raised - NI 79 (Level 2 achieved by the aged of 19)
- NI 117 (16-18 not in NEET category) main issue of
retention of 17/18 year olds in employment and
training - NI 171 New business registration rate issue
of sustaining business in recession
11Critical Issues for ELSE Theme Outcomes
- Those furthest away from the labour market
client groups and those in priority
neighbourhoods - Economic recession will impact a cross section of
Coventrys population partners response to this
changed situation. - Banks slow to lend money is effecting business
and innovation

- Progress on the LAA indicators is monitored and
reported on through LAA Delivery Plans - NI 153 will be tracked alongside NI 152 to
monitor progress in priority neighbourhoods - Developing client pathways measuring the
interventions that are made on this journey - Social Return on Investment methodology
- Ensuring we respond to market demand linking
skills and employment - Strategic and management structure of ELSE Group

- Data Sharing
- The variety of different policies and national

understanding the client journey - Delivery of more effective service to clients

15Some Realities - There are clear workless people
and labour market mismatches
- 2,900 (43) of JSA Claimants are looking for
elementary jobs but there are only 384 vacant
elementary jobs available - 44 of Incapacity benefit claimants expect to go
back to work within a year the average duration
is over 5 years - 43 of lone parents did not have a job before
becoming a mother. (i.e. little work experience)
16 Assistance ELSE Group Requires
- LAA integrated performance management analysis
and feedback across all themes - Equalities Cohesion group making linkages
between other themes on ELSE behalf - Once plans are under way an opportunity to
feedback into process to show what is working,
whats not and why - Encouraging more joined up working show
holistic benefits via client pathway
17Examples of good practice already taking place in
delivery
- Good partner relations already in place
- Work is progressing to ensure that identified
client groups receive support into sustainable
employment, these groups include - people with
disabilities people with health issues and
offenders. -
- Themed meetings within ELSE partnership to focus
on specific groups ie Ex-offenders, NEETS, Lone
Parents, Housing, Health i.e. the agencies being
the first port of call - Employer Engagement raising awareness/influencin
g
18Examples of good practice already taking place in
delivery
- Coventry City Council has fully integrated the
learning disability and mental health employment
teams work into that of regeneration employment. - Coventry City Council's (CCCs) own practices in
recruiting people have been developed. CCC signed
up for 100 Local Employment Partnership (LEP)
opportunities, and actually achieved 160. - Recruitment Network linking vacancies with
clients particularly hard-to-reach - Jobs Fairs

- We want to test and debate ideas and assumptions
- We want action plans that are specifically tuned
into Coventrys potential not the same old stuff - We dont believe that there is an off the shelf
solution and we want a to work in a way that
reflects ambition and a creative approach - We must be prepared to continuously improve and
change if necessary
