What is BSF?
  • The aim is to transform secondary education so
    that it is fit for purpose in the 21st century.
  • The lever is a massive injection of capital for
  • Construction and refurbishment
  • Furniture and equipment
  • ICT
  • Approximately10 of the capital funding is for
    ICT infrastructure, equipment and services.

Some principles
  • BSF ICT funding is for secondary schools in
    England.
  • BSF funding goes to the Local Education
    Partnership (LEP) and/or local authority not to
    individual school budgets.
  • Academies in a BSF LA should as a default be part
    of the Managed Service provision (It is important
    to engage the sponsors of the Academy as early in
    the process as possible )
  • The emphasis is on area-wide, collaborative ICT
    solutions.
  • BSF is not about creating a shopping list of
    equipment, but procuring a private sector partner
    to support your developments.
  • The emphasis is on learner entitlement.
  • Schools will have choice over the requirements,
    including equipment and content and will also
    have input into a joint procurement through the
    LEP to ensure value for money.

Some principles Enhancing the Environment for
Learning
  • BSF creates physical and virtual workplaces
  • The two taken together constitute the environment
    for learning
  • The virtual workplace should be learner-centric
    and match the highest quality MIS with innovative
    content management and creation facilities
  • The physical workplace should be enhanced by the
    use of ICT smart buildings, access control,
    security, high quality IP infrastructure
  • Must enable remote working for students and
    teacher and parental access to student data

What do we know about the views of todays
learners on schools and technology?
  • 97 think school is important. whilst 20 think
    it meets their needs
  • The average teenager has 5-6 applications running
    at once on their computer
  • The average teenager has 5-6 instant messaging
    accounts
  • 56 of teenagers say they would rather use email
    than a telephone
  • 26 of students are accessing a foreign news
    service
  • 20 of students report doing internet research
    for parent purchases

Learning Platform
  • Should enable learners and teachers to find,
    organise and create content and learning
    resources in ways which are flexible
  • Is a collection of tools - it has to be more than
    a content delivery system
  • Learners must feel that the experience is a
    personal one
  • The LP should also recognise and facilitate the
    social dimensions of learning encouraging
    collaborative work

  • A move away from the notion that school is a
    single, physical location requires a strategic
    approach to the provision and procurement of
    infrastructure, software and services.

All about people, not equipment
  • The greatest barriers to educational
    transformation through BSF are not technological
    or financial they are mental.
  • There must be sufficient investment in programmes
    to support change management or new ICT systems
    may simply end up reinforcing old practices
    more of the same.

Funding
  • 3 elements to the ICT funding in BSF
  • 225 per pupil place for passive network
    infrastructure CAPITAL (PFI credits for new
    schools capital grant for others)
  • 1450 per pupil place for equipment, software and
    services CAPITAL (capital grant)
  • ?? per pupil per annum for ongoing support and
    maintenance refresh fund REVENUE

The Managed Service
  • At its simplest a Managed Service consists of a
    single contract designed to deliver all ICT
    systems and services. This comprises provision
    of and support for
  • Learning Platform including MIS, VLE and learning
    content
  • Wide area network linking to LAs broadband
    service
  • Institutional infrastructure (School LAN)
  • All users equipment access devices
    peripherals, etc.
  • Network services user account management
    e-mail back-up virus protection Internet
    filtering and/or monitoring curriculum software
    servers video-conferencing etc

Materials to support BSF ICT understanding
  • Becta Investment Planner
  • Becta have produced a tool to help schools and
    LAs understand the annual operation and
    replacement costs of ICT in a school. The tool
    highlights how the value and cost of ICT changes
    over time and provides a sound basis for planning
    future ICT investments.
  • Becta Self Review Framework
  • The self-review framework is designed to help
    all schools to create and implement effective ICT
    strategies and to deploy their ICT resources to
    best effect. It complements the work of Ofsted's
    self-evaluation framework, and helps institutions
    to benchmark their use of ICT in learning,
    teaching and management.
  • LAs are strongly advised to use these tools with
    schools as part of their BSF ICT engagement
    process the earlier the better
