  • CDBG funds may be used for the following
    activities under
  • 570.202 Eligible rehabilitation and preservation
    activities.
  • (c) Code Enforcement. Code enforcement in
    deteriorating or deteriorated areas where such
    enforcement together with public improvements,
    rehabilitation, and services to be provided, may
    be expected to arrest the decline of the area

    Practice Status for communities undergoing
    revitalization by

  • United States Conference of Mayors
  • Success stories utilizing CDBG funds for code
    enforcement from the USCM best practices database

  • North Providence, RI - Initiated a code
    enforcement and elimination of slum and blight
    program using town CDBG funds for their code
    enforcement program.
  • East Hartford, CT - CDBG funds were used for
    streetscape improvement and code enforcement
    activities in the downtown area leading to a
    significant revitalization.

  • Durham, NC - CDBG funds were used for code
    enforcement to arrest the decline and blight
    within the City of Durham. They utilized a GIS
    mapping system to document their progress.
  • Galveston TX Successfully concentrated use of
    their CDBG funds in the revitalization of the Old
    Central/Carver Park area focusing on code
    enforcement.
  • Macon, GA - Strengthened their code enforcement
    efforts by funding their enforcement department
    with over 290,000 of CDBG funds per year ( for
    years)

  • Be it resolved that it is the will of town
    meeting that the CDBG funds received by the town
    of Framingham be used to assist the town in our
    goal of revitalization and the elimination of
    blight.
  • I further resolve that we recommend to the Board
    of Selectman that they consider a policy in which
    no less than 50 of the CDBG funds are assigned
    towards Public Improvements with particular focus
    on neighborhood beautification, safety and code
    enforcement until our town goals have been met.

    climate at Framingham High

The RFL program needs to be fairly funded
  • I move that we amend the projected use of CDBG
    funds in section 6.0 by removing 1,000 from each
    of the following sections 6.1, 6.2, 6.3 and 6.6
    and that the resulting sum of 4,000 be added to
    section 6.4 for the Resiliency for Life program
    totaling 8,990.
