1. Health System Research
  • 1. Objectives
  • To strengthen and promote the Epidemiological
    Field Laboratory in Ba Vi district as a typical
    setting for research training and health
    interventions.
  • To continue and strengthen research training for
    Vietnamese students in HSR and public health.
  • To organize seminars and workshops to promote
    dialogue between researchers and policy makers,
    and address urgent issues in the health care
    system in VN.

  • 4 follow-up surveys of about 50.000 population
    were conducted in Filabavi.
  • Hosted INDEPTH Annual meeting with more than 100
    foreign participants from about 30 countries.
  • 6 sub studies by research students are being
    performed at different levels.
  • 10 research students were trained in Sweden for
    total 40 months.
  • 3 MPH and 3 PhD successfully defended.
  • 12 publications in English and 10 in Vietnamese.

  • 3 Courses on Biostatistics, data analysis and
    qualitative methods were organised.
  • 9 person times attended International workshop,
    seminar on different topics and at different
    venues.
  • 1 workshop with local people was held to

  • 1 workshop with Health Policy Unit, MoH to
    address urgent issues in the health care system
    in VN.

  • To train PhD students who are teachers in the
    basic and clinical medical sciences at Hanoi
    Medical university to use modern research
    methodology and appropriate diagnosis tools in
    cost-effective way.
  • Strengthening the cooperation between Vietnam and
    Sweden in research and training human force.

  • 12 students were trained in Karolinska Institutet
    for total 57.5 months.
  • 12 publications in English.
  • 13 sub-projects were approved by HMU ethical
    Committee.
  • 03 new students were selected for the following
    training program.
  • Swedish and Vietnamese supervisors discussed
    projects together.

  • To act as a national focal point within
    sub-programme for communication and information
    exchange within the programme as well as for the
    PMU and Sida/SAREC
  • To collaborate with the participating Vietnamese
    and Swedish researchers formulate objectives and
    a medium term strategic plan for the
    sub-programme
  • To collaborate in planning and participate in
    annual workshops in Vietnam
  • To organize, when necessary, workshops in Sweden
    with Swedish researchers participating in the
    sub-programme
  • To ensure that the project co-ordinators deliver
    annual progress reports an and annual activity
    plans on time.

  • Getting agreement about the coordinator of the
    sub program.

4. Advantages
  • It is convenient when the two projects belong to
    the same institution (HMU).
  • The HMU is supportive to the projects and sub
    program.
  • Routine auditing helps the projects and
    subprogram act more accurately according to
    financing rules.
  • PMU provides useful information and
    regulations.
  • Good collaboration between the two projects and
    all involved institutions/departments.
  • Students have enthusiasm for their studies.

5. Difficulties
  • Too much delay in transferring money.
  • Not clear about the process of approving the
    annual budget.
  • Not clear about financial mechanism of Sub
    program.
  • Not enough time for students to do research,
    writing papers when they are in VN.
  • Generally, Vietnamese supervisors contribution
    not strong enough.

6. Recommendations
  • Money transferring in time.
  • The annual budget should be approved at the end
    of the previous year.
  • Make clear about objectives (TOR?) and financial
    mechanism of Sub program.
  • Make clear about role and benefit of students
    when they are in Vietnam and Sweden.
  • Set up criteria and benefit for Vietnamese
    supervisors.
