3The City of Tomorrow and Cultural Heritage
- to provide the means
for local and regional stakeholders to implement
sustainable development practices in their own
local circumstances. - Four interrelated themes
- Urban management (e.g. AQ, health)
- Cultural Heritage
- Sustainable built environment
- Sustainable Transport
Objective
170M 1999-2002
140 Projects
4The original approach of the Key Action
- Holistic approach and integration as absolute
requirements at the proposal evaluation stage - Strong emphasis on the development of affordable,
effective and accessible tools for the
application of SD in urban areas - Involvement of all stakeholders within the
research-demonstration-dissemination phases - Contributes to a wide range of EU/MS policies
5Tapping into the outcomes

directory of FP5 projects) - News and documents http//europa.eu.int/comm/rese

(see solutions)
6The cluster CLEAR
- CLuster on European Air quality Research
- objectives To provide next generation tools for
end users and stakeholders for managing air
pollution and responding to its impact - 11 Projects/ 12 partners per project/ 8 SME user
partner - 15 million EU contribution
- Coordinated by Professor Ranjeet S.Sokhi,
University of Hertfordshire, UK - http//dev.allez.no/clear/
7The EXTERNE project (1)
- ExternE quantifies the social and environmental
damages for the electricity and transport
sectors - Evaluation of damages to the natural and built
environment, such as effects of air pollution on - human health
- buildings
- crops
- forests
- global warming
8The EXTERNE project (2)
- Translation of damages in monetary terms
for the whole European Union and for different
fuel cycles for power generation (fossil,
nuclear and renewable) and for transport modes
and technologies - Contribution to the cost-benefit analysis of
policies options - Quantification of impacts through the damage
function or impact pathway approach
9Quantifiable externalities due to transport in
Germany
10Urban/AQ/health research in FP6
- No urban research programme as such
- Priority 6.3 Global Change and Ecosystems as
the main focal point, but also Life sciences,
Genomics and Biotechnology for Health - Other possible options
- Priority 8 Scientific Support to Policy
- Coordination of research activities (ERA-NET)
- Priority 7 - Citizens and governance in a
knowledge based society
11FP6 calls for proposalswww.cordis.lu/fp6
- Global Change and Ecosystems new call in 2005
(date yet to be fixed) - Scientific support to policies last call at the
end of 2005 area 4.3 on forecasting and
developing innovative policies for sustainability
in the medium and long term (tasks 3,4,5) area
3.6 on the protection of cultural heritage and
associated conservation strategies area 2.3
The impact of environmental issues on health - ERA-NET continuously open call two remaining
deadlines (2 March and 4 October 05) - Citizens and governance in a knowledge based
society open call, deadline on 13 April 05
research area 5 on articulation of areas of
responsibility and new forms of governance
12Global Change and Ecosystems
- 4th call for proposals possible topics
- Strategies for sustainable urban, peri-urban and
rural land use relationships (Topic for up-to-one
IP) - Validating, disseminating and exploiting best
practices and decision-support tools for
environment and health assessment and policy
support (Topic for a up-to-one CA ) - Development of methods and tools for environment
and health impact assessment) and cost-benefit
analysis for building and assessing future
environment and health scenarios (Topic for
up-to-one IP) - Elaboration of new accounting frameworks of
environmental externalities (Topic for up-to-one
IP)
13Future prospects FP7 (2006-2010)
- June 04 Communication on Science and Technology,
the key to Europes future Guidelines for
future European Union policy to support research
- (http//europa.eu.int/comm/research/future/index_
en.html) - Substantial budget increase
- Six means of implementation (collaborative
research, technology initiatives, basic research,
mobility of researchers, infrastructure,
coordination of RD programmes) - Two additional themes security and space
- General consultation on research themes until 31
December 04, results will be available soon on - http//europa.eu.int/comm/research/future/index_e
n.html
14Future prospects FP7 (2006-2010)
- Informal contributions still welcome if
substantive enough (Commissionner Mr.Janez
Potocnik or Director General of DG RTD Mr.
Achilleas Mitsos) - Key to show relevance for addressing major policy
objectives (research ERA, 3 others Lisbon,
Göteborg, 6th EAP and the related Thematic
Strategies, Environmental Technology Action Plan,
Environment and Health Action Plan, Community
Action Programme on Public Health) - Commission proposal by April 05
- Main parameters political packaging (new
Commissionner), financial perspectives, level of
support from MS and MEPs (critical!)
15Future prospects FP7 (2006-2010)
- Structure and content of further research?
- Stronger integration between urban and land use
research - Core research aspect integrated management and
planning, using the conceptual framework
developed in FP5 (e.g. PROPOLIS project) and
furthered in FP6 (e.g. SENSOR) (see next slide) - The region as the right scale for RD
implementation - Focus on emerging problems such as sustainable
growth (Lisbon), tourism, environment and health,
increasing vulnerability of urban and coastal
areas (vs. natural/man-made risks, oil price),
population changes, globalisation - More economic (e.g. external costs) approach
- Technological research, though gaining more
visibility (i.e. ETAP), would probably be
considered separately - Need for large scale and high impact demonstration

17Policy drivers The Urban Thematic Strategy
- One of the seven thematic strategies in the 6th
Environmental Action Programme - to set concrete targets and implementation
strategies for improving the quality of the urban
environment - 4 key areas to support the preparation of the
strategy Urban design Urban construction Urban
transport Sustainable Urban Management - Interim Communication (Towards a Thematic
Strategy on the urban environment) adopted in
February 2004 - Sets the scene for a wide stakeholder
consultation in 2004 includes recommendation
e.g. - Each city of over 100,000 inhabitants to adopt
an environmental management plan and a
sustainable urban transport plan
18Urban research in the Thematic Strategy
- Interim Communication of the TS states that the
knowledge gaps identified in the preparation of
the TS should be the basis for the continuation
of the EU urban research and demonstration
activities, including enhanced dissemination of
the results from existing and future European
urban research - An RD and training working group created in
April 2004 with the mandate to identify research
needs to implement the Strategy - Final report in January 05
19Conclusions
- Outcome of Key Action Move from SD theory to
reality made possible for the first time - New range of tools/measures/ technologies is
becoming available - New conceptual framework for addressing
urban/land use RD in an integrated way - Wide support for further research in these areas
still to be secured at MS level!
