6IMPLEMENTATION TASKS (July 2006)
7Economic request for implementation
- Developed countries spent 1 - 2 GDP
- 25 000 its means 500
- Croatia is on 7 8 000 its means in case of
2 GDP not more than 150 per capita for
environment requirements could be spent
(environmental accession costs are estimated on 3
4000 ) - How with 150 to fulfill the obligations with
cost of 500 ?

32INTEGRATED ENVIRONMENTAL PERMIT
- 'permit is part or the whole of a written
decision (or several such decisions) granting
authorization to operate all or part of an
installation, subject to certain conditions which
guarantee that the installation complies with the
requirements of the Directive. A permit may cover
one or more installations or parts of
installations on the same site operated by the
same operator

39EXAMPLE for negotiations Mineral fertilizers
production
- emission 650 kg of N in water recipient
40example measure
- WWTP
- Lime - 3000 kg/day
- Methanol - 1750 kg/day
- Energy - 1360 kWh/day
- Sludge - 2500 kg/day
41EXAMPLE for negotiations Refinery
desulphurisation
- Project designer offered emissions from the new
installation to be 500 mg/m³ instead of allowed
800 mg/m³! - The price difference would be cca. 1 million!
- When suggesting more rigid values he was thinking
of Refinery as a whole according to BREF- it is
economically sounder to decrease fraction of the
emissions here then later somewhere else. - Refineries will, as all other complex
installations have limits for total emissions and
emissions from single refinery sources
42Who can be successful?
- Only good prepared partners!
43IPPC in the Region
- BH and Macedonia in the implementation process
