• 'permit is part or the whole of a written
  decision (or several such decisions) granting
  authorization to operate all or part of an
  installation, subject to certain conditions which
  guarantee that the installation complies with the
  requirements of the Directive. A permit may cover

• Project designer offered emissions from the new
  installation to be 500 mg/m³ instead of allowed
  800 mg/m³!
• The price difference would be cca. 1 million!
• When suggesting more rigid values he was thinking
  of Refinery as a whole according to BREF- it is
  economically sounder to decrease fraction of the
  emissions here then later somewhere else.
• Refineries will, as all other complex
  installations have limits for total emissions and
  emissions from single refinery sources
