Changes Made for FY00 Data Call
  • The following changes were a result of
recommendations by the ISR 2 Workgroup in July
and approved by the DEP for the current data
    call
  • 1. The ISR2 software was rewritten as 32-bit
    application, Access database
  • 2. Media were reduced from 23 to 19.
  • Asbestos, Radon, Lead PCB TSCA
  • Wetlands Natural Resources
  • 3. Review of all standards. Standards reduced
    from 620 to 401.
  • 4. 20 of standards auto-populated from EPR, EQR
    and DSERTS.
  • 5. Critical Element designation eliminated.
  • 6. Must Fund standard has been modified to
    include two classifications legally-mandated
    and policy-driven.

ISR ENVIRONMENT PROCESS
15 May
11-13 Jul
ACSIM has not granted an extension for ISR 2 data
submission to date. ISR 2 Workgroup reps
indicated on 6 Apr that they do not anticipate a
problem meeting that suspense.
5
Current MACOM Concerns
  • Funding standards causing inordinate of
    commanders overwrites.
  • Request to review the impact of the Must Fund
standards on the Armys C-Ratings for FY00.
  • Keep the ISR 2 software as a PC-based application
and not move it to the web until the
    infrastructure and technology improves.
  • Do not make any major changes to the software or
    standards until the Environmental Funding
Predictive Model concept with linkage to ISR 2 is
    developed.

6
Current MACOM Concerns
  • Request for commitment by ACSIM not to distribute
the software until fully tested by installation
    personnel.
  • Ensure sufficient time for the workgroup to fully
test any new and potentially complex policy,
standards, or software changes before they are
    implemented.

7
Future of ISR 2
  • Efforts to develop an environmental funding model
    for ISR 2.
  • Consistency with approach in ISR-1 and AIM-HI.
  • Links performance with funding.
  • More defensible POM submission to OSD and
    Congress.
  • Adds accountability in terms of measurable
    performance indicators.
  • All ISR software will eventually be web-based.
  • ISR 2 Workgroup will continue to be driving force
in making improvements to the program.

Environmental Projects
Report accurately on EPR - Compliance vs P-2 -
upgrading Class 2 / 3 to Class 2-high Maintain
properly - oil-water separators - removing
asbestos w/o notification Operate properly -
certify operators - get permits first -
establish follow local SOPs
15
INRMP / ICRMP
Do them - Do NEPA assessment - collect very
specific spatial data ( location of
endangered species, wetlands, burn areas,
archeological sites, soil series, topo, lakes,
hunting / grazing areas, timber, game) -
ensure they support the mission - get
commanders commitment! - get community
support - establish systems for updating
data Enforce them Review them

Chiefs Transformation vs NEPA
Programmatic EIS - DA HQ level Installation EA
/ EIS - Installation level - satellite
installations / training areas Concerns - Long
lead times (6 to 9 months) - public comment /
