    complainants.
  • Local agencies were very concerned about the high
numbers and severity of racist incidents.

  • Almost negligible level of hate crime and
    community tensions reports.
  • Reports now focus more on general anti-social
behaviour (such as youths playing football in
street, youths congregating, minor thefts from
    gardens and graffiti tags)
  • Improved offenders management through improved
    gathering of intelligence

13
Measurable Outcomes
  • Better communication with partners have led to
coordinated targeting of offenders. With tenancy
    enforcement, criminal charges or anti-social
    behaviour legislation.
  • Positive feedback from residents
  • Seen as a model of good practice and now used in
    Gipton
  • Establishment of local residents groups

Community Feedback
  • IT HAS BEEN A LOT QUIETER ON THE ESTATE SINCE
THE ORDER HAS BEEN INTRODUCED AND I HAVE HAD NO
    INCIDENTS SINCE JANUARY

17
Community Feedback
  • I THINK THAT THE ORDER HAS HAD A GOOD EFFECT, IT
IS VERY NOTICABLE THAT THE YOUTHS ARE NOT
GATHERING AS MUCH AS THEY WERE
  • Resident

18
Community Feedback
  • I FEEL IT HAD DEFINITELY HAD A VERY POSITIVE
EFFECT AND I CAN SEE THE RESULTS ON THE ESTATE.
IN MY OPINION IT IS IMPORTANT THAT SOMETHING
    REMAINS IN PLACE
  • Resident

19
Community Feedback
  • SINCE THE ORDER HAS BEEN IN PLACE THE ESTATE IS
NOTICEABLY QUIETER AND THE INCIDENTS OF ANTI
SOCIAL BEHAVIOUR HAVE GREATLY REDUCED, I REALLY
    HOPE IT CONTINUES
  • Resident

20
Conclusion
  • Halton Moor estate once had the unenviable
reputation of being one of the city hotspot areas
    for racial harassment and intimidation.
  • By adopting the racism reduction agenda through
    effective enforcement action, community
devolvement work and the support of local
residents, it has been possible to make a
tangible difference reducing the incidents of
racially motivated hate crime over the last 18
    months.

21
Conclusion
  • The cultural and socioeconomic problems within
the Halton Moor estate still remain and it would
be naive and premature to assume that all racist
    incidents will not reoccur.
  • Therefore, it is essential that the work of the
group is sustainable and supported both verbally
    and financially .
