ARMY Non Lethal Weapons MTT To Operation Iraqi
Freedom 15 JUNE TO 15 JULY 03 Observations and
the Road Ahead
2
  • PURPOSE AND MISSION OF THE MTT
  • Field the M-26 Taser and conduct user training
  • Train the trainers on the Non Lethal Capabilities
    Set (NLCS)
  • Train the trainers on Unarmed Self Defense Skills
  • Determine use of the NLCS in OIF
  • Assess the value of NLCS components and Army
    program

3
M26 Advanced TASER
  • Sends a series of electrical signals called
T-WavesTM, similar to those used by the brain to
communicate with the body, whichoverpowers the
body's nerve fibers, causing instant loss of
    voluntarycontrol. The human target cannot
perform anycoordinated actions, and falls to
    the ground.

Employment of Non-lethal Weapons in Combat
  • 1 MEF and 716th MP Bn Cordon and Search
    Operations
  • Security of Key Assets
  • Security of Enemy Prisoners of War
  • Crowd Control

9
Observations Current Non-Lethal Capabilities
Effectiveness
  • 12 ga and 40mmMunitions are very effective within
    10 to 50 Mtr range
  • NLCS a low-cost high- payoff investment
  • Munitions based capabilities are mature
  • Three Dilemmas require additional investment

Demo of impact of M1029 Rubber balls on ½ inch
Plywood at 15 meters
10
The Road Ahead From Today to the Next Conflict
Three Dilemmas Remain
  • Effective Nonlethal Weapons to separate human
shields from gunmen in crowds with standoff from
the control force greater than 100 meters
  • Nonlethal weapons to sweep areas during convoy
operations and suppress RPG gunners/IED operators
    without killing non-combatants
  • Nonlethal Weapons to Stop Suicide Car/Truck
    Bombers at Access Control points

11
Dilemma 1 Separating Human Shields from Gunmen
in Crowds
Access Control Point covered with Lethal fires
12
Dilemma 2 Convoys moving thru Choke Points
inAmbush Alley
Residential areas with two story Buildings are
RPG positions, high Civilian population
Alleyways and markets where hit and run Attacks
are set at Night
Combatants and Non-combatants intermixed and
killed by return fire
13
Dilemma 3 Stopping Car/Truck Bombers at Access
Control Points
14
Personal Observations on the Road Ahead
  • Focus Future DOD Investment in Non-lethal
    Weapons on the Three Dilemmas
  • Focus DOD Investment on two High Payoff
    Technologies
  • 1. Extended range capability
  • 2. Rapidly mature Ground Vehicle Stopper
    Technology
  • We have under invested in non-lethal
capabilities beyond 100 meters to separate our
    soldiers from the enemy
  • ----Israeli Army After-action
