Origins of the Concept

• CEF research exploring ways of how to sustain and
  fund education advocacy
• The 2000 EFA World Forum in Dakar
• Increasing need for policy and practice changes
  in education sector
• Increasing need to hold duty bearers to account
  on the delivery of National Education for All

Agenda and Parameters

• CEF is used for funding advocacy work
• Not intended to fund service delivery
• Framing of priorities must be determined at the
  national level in each country
• Experiences and priorities can be shared from
  CEF, GCE and others for mutual learning

Funding

• Sustainable funding for NCSEFs would come from
  bilateral and multilateral donors
• NCSEFs an effective way to channel resources into
  education sector for foundations or trusts
• NCSEFs an effective mechanism to improve
  coordination of international NGO efforts to
  support national civil societys education work

Accountability

• Publication of aims objectives and board
  members
• Clarity over what will be funded and why
• Competitive recruitment process
• Availability of proposal assessment basis
• Competitive grant making with common assessment
  criteria
• Proposals assessed on how they fit within
  national education strategy
• Publication of results of each funding round and
  annual reports. External auditing of accounts
• Reporting requirements established in advance of
  grant making
• Fund publicised widely
• Provision of different sizes of grant to increase
  accessibility
• Explorations of organisations eligible for
  support
• Take risks with organisations needing support to
  build up skills
