  • NCLB places a major emphasis upon teacher quality
    as a factor in improving student achievement.

  • All teachers hired after the first day of the
    2002-03 school year and
  • teaching in a program supported by Title I
    funds should have been highly qualified.
  • All other teachers, including special education
    teachers, teaching core academic
  • subjects must be highly qualified.
  • For all teachers not currently considered
    highly qualified, the school district must report
  • on the HiQ system a remediation method to be
    implemented during the school year.
