CONGRESSIONAL INTENT
  • ARRA IS intended to preserve and create jobs,
    promote the nations economic recovery, and to
    assist those most impacted by the recession.

WIA Youth Intent
  • create summer employment opportunities for
    youth.
  • ensure these summer employment and work
    experiences are high quality.

Two RFPs, Three Possibilities
  • In and/or Out of School Youth Ages 14-19 (age
    exceptions can be made for Special Education
    students who are over 19 and still enrolled in
    high school).
  • Out of School Youth Ages 16 - 24

GEOGRAPHIC CONSIDERATIONS
  • The Workforce Board intends for youth in every
    county to receive services.
  • Moreover, opportunities for eligible youth in all
    communities in each county is desired.
  • Partnerships are recommended to achieve broad
    geographic distribution.

  • Core Contractors of the Board provide all
    eligibility determination for youth recruited by
    contractors, and collect and enter data for The
    Workforce Information System of Texas (TWIST)

DOCUMENTATION
  • All Selected Contractors will be given a thorough
    orientation and specific documents to operate,
    and report on, the program effectively.

FISCAL MANAGEMENT CAPACITY
  • Proposers must clearly describe and affirm the
    ability to process payroll for youth in summer
    employment, stipends for students in
    non-employment activities, and to report
    expenditures and obligations on forms and
    timelines required by the Board.

Completeness Review Offer
  • Proposals delivered on Monday, April 13 by 300
    p.m. can on request- receive a completeness
    review.

KEEP IN MIND
  • Multi-community proposals will score higher than
    single-community proposals.
  • In-school youth programs are allowable, but those
    who propose to serve a percentage or number of
    out-of-school too will score higher.
  • Information is pending on some requirements we
    will notify all who indicate interest ASAP by
    e-mail.
