ELIGIBLE APPLICANTS
  • In general - Applicants may submit up to one
    application for each ROSS funding category
    (ROSS-Service Coordinators, PH FSS)
  • Only one application per PHA/Tribe/TDHE
  • Joint applications are eligible with a joint
    minimum of 25 slots.
  • You may not submit both a sole and joint
    application
  • You may have both HCV and PH FSS program
    coordinators as long as you have two approved
    plans and meet the requirements of both programs.

ELIGIBLE DEVELOPMENTS PARTICIPANTS
  • Only conventional Public and Indian housing
    developments may be served by ROSS grant funds.
  • All participants must be residents of
    conventional public housing or NAHASDA-assisted
    housing.
  • HCV residents are not eligible.

GRANT TERM
  • All grants are for one year from the date of
    Grant Agreement
  • Grant begins when the HUD-1044 is signed by both
    grantee and HUD
  • Anywhere in the application that asks for dates,
    estimate.

    for review and approval before the deadline for
    this NOFA
  • FSS Action plans must comply with 24 CFR 984.201

Threshold Requirements
  • The Field Office/Area ONAP will do a Past
    Performance review check in with them that they
    will give you a Pass on that. If you check
    now, you may have time to correct any problems
  • Also check that your FSS Action Plan is approved
    and on file.

    Partnership Agreement (you may not pay for a
    Contract Administrator)

  • Responsible for
  • Linking FSS program participants to supportive
    services
  • Ensuring services included in participants
    contracts of participation are being provided
  • Ensuring participants are fulfilling their
    responsibilities
  • Ensuring escrow accounts are established and
    properly maintained

  • Under normal circumstances, a full-time FSS
    coordinator should be able to serve approximately
    50 FSS program participants.
  • A full-time position should manage at least 25
    slots
  • A part-time position is eligible, but must still
    have at least 25 slots.

  • Evidence of salary comparability to similar
    positions in the local jurisdiction must be kept
    on file in the local office.
  • There is a box to check on HUD-52767 to attest to
    this. (7f for renewals and 10b for new)

  • PHA must use a Program Coordinating Committee to
    secure the necessary resources to implement the
    FSS program.

PROGRAM REQUIREMENT
  • Participating families must enter into a contract
    of participation. The contracts shall be for
    FIVE years.
  • THEREFORE, even though the grant term for this
    grant is ONE year, the PHA must be able to
    sustain its FSS program for FIVE years.
  • Think seriously before establishing a new
    Program. Not getting funded by HUD is NOT an
    acceptable reason to invalidate Contracts of
    Participation.

Program Change from 2007
  • 25 match documentation is now required for PH
    FSS
  • This is not a requirement of application at this
    point.
  • If selected, you will be required to have your ED
    attest to 25 match in the form of cash or
    in-kind services before the grant agreement will
    be signed.
  • Probably the new ROSS Form HUD-52769 will be
    used.
  • Match letters will need to be kept on file.

Section 3
  • PH FSS and ROSS are subject to Section 3
    requirements.
  • There are separate reporting requirements that
    have been required in the past which include an
    annual HUD-60002 paper or online submission
  • Section 3 is getting serious about this and may
    in the future impose penalties for non-reporting
    that may include in-eligibility for future
    funding.

  • In the Grants.gov application package only the
    Adobe forms, such as the SF-424, are identified
    as mandatory documents.
  • HOWEVER, the Logic Model and other application
    forms ARE ALSO REQUIRED of all applicants. These
    forms are included in the optional documents
    section or in the Instructions Download.

Submission Change from 2007
  • The forms on grants.gov are now in Adobe 8.1.2
    instead of pure-edge. if you do not have this
    version of Adobe, you will need to download it
    from grants.gov.
  • These forms are still only fillable and not
    saveable unless you have Adobe Professional 6.0
    or higher.
  • If you have Adobe Professional, you will need to
    set your DEFAULT to the Adobe 8.1.1 please see
    the General Section for more information (p.12755)

  • Unlike in Pure-edge, in the new Adobe format, to
    complete a form in mandatory documents or
    optional documents you must first move the form
    over to the submission box then open the form
    and fill it out.

Electronic Application Submission
  • Upon successful submission, applicants will
    receive an e-mail notification confirming receipt
    and indicating that the application is being
    validated.
  • The validation process will be completed in
    approximately 24 to 48 hours.
  • You will then get a validation email. It is only
    at this point that you can breathe.

    check, it will be rejected and the applicant
    notified of the reason for the rejected
    application.
  • DO NOT ASSUME that the application has been
    successfully submitted until you receive the
    validation notice.
  • If a rejection notice is received, you must

  • If there is a problem with your application
    submission, an email will be sent to the person
    designated in your REGISTRATION, not in your
    APPLICATION because we will not have been able to
    read your application yet.
  • Make sure that the person designated in your
    REGISTRATION is checking his/her email in
    anticipation of a validation email.

  • Make sure that someone will be available to cure
    deficiencies, both at time of application
    submission and during the competition processing
    time!
  • This could be several months after submission if
    the point of contact for the application goes on
    vacation, designate someone to cover for them.
