1. IECQ Mission Statement
OBJECT OF THE SYSTEM
  • The IECQ Mission is
  • To provide a business-to-business quality
certification scheme that serves industry by
creating real value in the supply and demand
    chain.

5
The IECQ Mission (cont.)
  • IECQ accomplishes its Mission by
  • providing comprehensive, world-wide assessment
    and certification programmes for electronic
components throughout their life-cycle, and for
associated materials and processes, to defined
    quality requirements, standards and
    specifications.
  • understanding the electronic component industry
    needs and establishing related internationally
    recognized assessment criteria.
  • providing its members with the tools to supply
added value to industry, meeting market needs.
  • developing and administering training that
supports the needs of the electronic component
industry and assessors of IECQ requirements.

6
IECQ Added Value
  • Certification to International, National and
    Manufacturers specifications.
  • Internationally recognised certification, valid
in every member country without further testing.
  • Independent Third Party Assessments with
    consequent reduction in second-party assessments
    and costs.
  • ISO 9001 Plus enhanced product requirements.
  • Reduced overall cost of ownership.
  • New, timely certification options eg IECQ
    Hazardous Substance Process Management.
  • Web access to real-time updated Register of
Approvals, and IECQ Home Page (www.iecq.org).
  • Consistent high quality approved components.
  • Enhanced business opportunities due to recognised
    IECQ differentiator.

7
Market Summary
  • The IECQ provides an organization with
  • an enhanced world-wide marketing edge over
    competitors. Compliance with ISO90012000, or
    ISO/IEC 17025 (as appropriate) is a prerequisite
of being certified as an organization in IECQ.
  • By demonstrating an organizations ability to
meet requirements that enhance the basic ISO
    90012000 International Quality Management
standard, a company can provide its customers
with a higher degree of confidence in its
product(s) and at a reduced overall cost of
    ownership.
  • Industrial users and the end consumers of
    electro-technologies require organizations that
    provide consistent, high quality, reliable
    components. IECQ compliance assessment and
    product certification provides the required
    assurance and is recognized accordingly.

  • Third party assessment and International
    certification IECQ.
  • Avionics suppliers use approved plans as baseline
    Request for Procurement RFP processes.
  • Component function, qualification, quality, and
reliability are assured by the users component
    management processes.
  • Each Avionics suppliers processes should be
    common for all customers.
  • Supported by Boeing and Airbus.

37
ECMP Requirements

39
8. IECQ Hazardous Substance Process Management
(IECQ HSPM)
  • A common sense approach to enable suppliers to
demonstrate, through IECQ third party assessment,
their compliance to customer requirements for HSF
    electrical and electronic components and
assemblies, to meet specific customer, national,
    and international requirements.

40
IECQ HSPM (cont.)
  • Certification to QC 080000 IECQ HSPM Hazardous
    Substance Process Management Specification, Issue
    2, October 2005.
  • Defines Hazardous Substance Process management
requirements for each individual element of ISO
    9001 2000.
  • Third party assessment and certification IECQ.
  • Internationally recognized Certificate - IEC
    (IECQ).
  • QC 080000 uses ISO 9001 2000 as the base and
    follows same clause numbering.

41
Laws/Directives Relating to Hazardous Substances
  • EU RoHS Directive 2002/95/EC of the European
Parliament and of the Council of 27 January 2003
on the Restriction of the use of certain
Hazardous Substances in electrical and electronic
    equipment

42
IECQ QC 080000 - Why?
ISO 9001 Certification alone? Extract 1.2
Application All requirements of this
International Standard are generic and are
intended to be applicable to all organizations,
regardless of type, size and product provided.
Where any requirement(s) of this International
Standard cannot be applied due to the nature of
an organization and its product, this can be
considered for exclusion. Where exclusions are
made, claims of conformity to this International
Standard are not acceptable unless these
exclusions are limited to requirements within
clause 7, and such exclusions do not affect the
organization's ability, or responsibility, to
provide product that meets customer and
applicable regulatory requirements. ISO 14001
Certification alone? Extract from
Introduction This International Standard does
not establish absolute requirements for
environmental performance beyond the commitments,
in the environmental policy, to comply with
applicable legal requirements and with other
requirements to which the organization
subscribes, to prevention of pollution and to
continual improvement. Thus, two organizations
carrying out similar operations but having
different environmental performance can both
conform to its requirements.
