  • Both Can Give You Valuable Information In
    Assessing Student Achievement

Percent Passing
  • Percent passing is the measure required by NCLB
    and the Indiana Accountability Law
  • (PL 221)
  • The greatest impact on improving the percent
    passing rate occurs primarily within the band of
    students closest to the cut score.
  • Students who barely pass and those students
    scoring at high levels have equal impact on the
    percent passing rate.

Scale Scores
  • Scale scores can measure improvement of all
    students including those that have already
    passed.
  • Scale scores can show you how far above or below
    a student might be from the passing score
  • A school can have 100 of its third grade
    students pass mathematics and still have a mean
    scale score of 393 that would be well below the
    state average. How?
  • You could also have only 50 passing and have a
    mean scale score of 506 which would be one of the
    states highest scores. How?

Definitions
  • Scale ScoreStudent achievement levels relative
    to the Indiana Academic Standards are reported by
    ISTEP as scale scores. These three-digit,
    interval scores are expressed on unique scales by
    subject (English/language arts and mathematics).
    ISTEP scale scores typically range from about
    300 to 850.
  • MeanThe mean is the arithmetic average of a
    group of scores. It is calculated by adding the
    scores and dividing the sum by the number of
    scores.
