11Californias Statewide Student Identifier (CSIS)
- CSIS will, working with LEAs, assign a statewide
Student Identifier to every K-12 student in
California - CDE will convene a Committee to
- Guide system development
- Establish privacy and access protocols
- Make recommendations relative to data elements
12The Approach
- CDE will develop a longitudinal data base to
track student data over time, using the
individual Student Identifier, to develop a
system to - Improve District and State access to data
required by NCLB - Support a better means of evaluating progress and
investments over time - Supply District and School information that can
be used to improve pupil achievement
13Time Line
- Every K-12 student must have a CSIS Student
Identifier by June 2005 - The Identifier will be required on all state
assessments in 2005-2006 - Fall Data Maintenance Submission to maintain
identifiers and track dropouts and graduates
required in 2005
14Who Must Use CSIS Statewide Student Identifiers?
- 1,057 LEAs in the state (213 currently)
- 8,664 schools (Includes Charter Schools)
- Approximately 6.5 million students (2.7 million
already assigned)
15The CSIS Student Identifier
- The identifier number is created from a
calculation method that is nearly random - 10 digits all numeric
- 10th digit is a check digit
- First digit is never zero
- There are no occurrences of more than 2 repeating
digits (e.g. 333 is not allowed, but 33 is
acceptable) - Numbers are assigned evenly spread across the
range from 1,001,001,001 to 9,989,989,989
16SB 257 adds
- Requires PSAA Advisory Committee to make
recommendations to the SSPI on the
appropriateness and feasibility of a methodology
for generating a measurement of academic
performance by utilizing unique pupil identifiers
for pupils in K-12, and annual academic
achievement growth to provide a more accurate
measure of a schools growth over time.
17- Requires recommendations by July 1, 2005
(contingent on funding) - If found to be appropriate and feasible, requires
the SSPI, with approval of the State Board, to
implement the measurement of academic performance
18Implementation Status Assignment of Identifiers
- Training on the assignment of identifiers is
ongoing - The goal is for all identifiers to be assigned by
April 30, 2005 - Student identifier required on all statewide
assessments beginning in 2005-06
