Efficient Public Services
- General Information about Shanghai
- Shanghai has a total area of 6340 kmĀ², 19
districts and counties, with permanent population
of 17.11 million in 2003, among which population
from other provinces reached 3.7 million. - Since 1992, Shanghai maintains over 10 of GDP
growth rate. In 2003, per capita GDP was 46,718
RMB, about 5,650 USD. -

- The publics need for governmental services is
increasing - An example in industrial and commercial
administration. -
- Citizens require more services from government to
facilitate their daily study, working and life.

- Work in the following two aspects are
reinforced to respond to the increasing demand
for public services - To speed up the transformation of government
responsibilities - To improve E-Government according to the
requirement of transforming government
responsibilities put more public service items
online to make government services more
accessible and efficient. - Shanghai citizens are quite familiar with IT and
the concept of informatization almost 5 million
Internet users, 1.3 million family broadband
subscribers, and 60 of household PC penetration
rate, which make it possible to expand public
services in the framework of E-Government.

Efficient Public Services
- E-Government program is designed with the
principle of centering-on-human. To achieve a
friendly and reliable e-government, the following
three measures are taken - To comb and rebuild governments working process,
fix the adjusted responsibilities and working
process with the help of IT - To further collect, process and share economic
and social information, so as to support
governments scientific administration and
decision-making - To invite comments on the public services offered
by the government, so as to encourage more people
to get involved in the e-government construction
and form a new public monitoring mechanism.
7II. Three Cases for Better Public Services
- 1. Municipal Governments portal website helps
people to access to governmental information and
services - Opened in 2002, www.shanghai.gov.cn links to over
140 websites of 47 commissions, offices and
bureaus of the municipal government, 19 district
and county governments, and Peoples Congress of
Shanghai, CPPCC of Shanghai and various
non-government organizations. In the website,
there are 2397 forms available for download, and
640 online service items. - Regulation on Disclosure of Governmental
Information of Shanghai Municipal Government was
enforced on May 1st . It is required that all
government information except those related to
national or business secrets should be
automatically offered to the public through
official websites, public searching center or
government communique. - Since May 1st, the day Regulation on Disclosure
of Governmental Information of Shanghai Municipal
Government began to be enforced, visits to
www.shanghai.gov.cn rocketed from 20,000
person-times in April to 32,000 person-times in
May.

9II. Three Cases for Better Public Services
- 2. Social Security Card enables citizens to
enjoy convenient public services - An information system is established to integrate
social security and other information of 20
million persons - Every citizen holds a Social Security IC Card
with the storage space of 4000 Chinese
characters. Its a key to the information system
through which over 20 government service items
can be accessed - The social security card system is further
enlarged so as to cover floating population,
rural population who are entitle to social
security services, and students under 16. It is
aimed that everyone will have a social security
card by 2005 - More functions will be explored and real-time
processing of the accumulated data will be
achieved to ensure scientific decision-making.
