  • Background
  • RCARO secured USD 50,000 from the host government
    for use in 2005
  • The present Agencys outsourcing policy does not
    enable RCAROs direct support for the IAEA/RCA
    2005 activities

II. UNDP(K) 2006-08 Project Proposal
  • Background
  • RCARO approached the UNDP(Korea) and applied the
    Post-Tsunami Relief Activity Program for
    financial support
  • The proposal was accepted in principal
  • Some issues need to be solved before the further
    development of this project
  • This project should meet the requirements of both
    RCA and Donors(UNDP/MOST).
  • Details of the project such as the subjects to
    cover, the project leader(country), participants
    and procedure are needed to be clarified.

  • Possible interactions between RCA and Donors
  • The project cycles of RCA and UNDP are different.
  • RCA projects for 2007-8 were already decided.
  • All RCA projects require the involvement of the
    IAEA in the procedure such as submitting a
    concept paper, review by TO, and the composition
    of the project committee, and implementation.
  • Meanwhile the donors have its own procedure.
  • Harmonization would be required.

III. 2006 PEMSEA Conference Participation
  • Background
  • PEMSEA, recognizing the common interests between
    the two, invited RCA to the East Asian Seas
    Congress in 2006 as an initial step toward
    cooperation.
  • What is PEMSEA?
  • PEMSEA stands for Partnerships in Environmental
    Management for the Seas of East Asia.
  • PEMSEA is supported by IMO, GEF and UNDP.

IV. Enhancement of RCARO Status
  • Past efforts to provide proper basement for
    RCAROs functioning

  • Adopted RCA resolution on the establishment and
    operation of RCARO
  • Revised RCA guidelines incorporating the roles
    and responsibilities of RCARO Director

  • Provided the Ministerial Decree on the
    establishment and operation of RCARO in Korea
  • Administration Support Agreement between MOST and
    KAERI regarding the operation of RCARO
  • At present RCARO is administratively a unit
    within KAERI.

  • Recognized constrains
  • There is no article describing RCARO in RCA
    itself, having Korean authorities(ex the
    Ministry of Budge, National Assembly) question
    the legal identity of RCARO.
  • RCAROs proposition
  • To include the following article in RCAThe
    government parties may establish the RCARO in the
    region to increase the RCA visibility and promote
    RCA partnerships.
