variety of academic disciplines and career paths
who have a clear interest in, and commitment to,
excellence in the leadership and management of

The PMF Program
  • The Presidential Management Fellows (PMF) Program
    is the premiere program for leadership
    development in the Federal civil service.
  • The program provides two-year Federal Government
    fellowships to individuals who have completed a
    graduate-level course of study from a qualifying
    college or university.

Purpose
  • The Presidential Management Fellows Program was
    established to attract to the Federal service
    outstanding men and women from a variety of
    academic disciplines and career paths who have a
    clear interest in, and commitment to excellence
    in the leadership and management of public
    policies and programs.

Historical Background
  • Program created by Executive Order 12008 in 1977
    to attract graduate students committed to public
    service.
  • In 1982, Executive Order 12364 opened the program
    to non-public policy students.
  • Over 6,500 interns or fellows have completed the
    program with approximately 3,700 still in Federal
    civil service.

Executive Order 13318
  • Executive Order 13318, signed by President George
    W. Bush on November 21, 2003, modernized the
    program
  • Changed name of program from Presidential
    Management Interns to Presidential Management
    Fellows
  • Changes designed to enhance the programs
    prestige and its ability to attract top new
    talent to address the Federal Governments
    pending human capital challenges. The PMF
    Program will be the cornerstone of the
    governments succession planning efforts.
  • Lifted annual hiring cap of 400 positions

Key Program Components
  • Two-year, paid full-time position with
    accelerated promotion potential
  • Appointed at the GS-9, 11, or 12 (or equivalent),
    based on applicant qualifications and agency
    needs
  • Promotion potential up to the GS-13
  • Typical career path with limited previous
    experience
  • Appointment - GS-9, step 1 (or equivalent)
  • 1-year anniversary - Eligible for GS-11, step 1
  • Program Completion - Eligible for GS-12, step 1

Key Program Components
  • Full Benefits including Health and Life
    Insurance Paid Holidays Annual and Sick Leave
    Transit Subsidy and a 3-part retirement program
    that includes a social security benefit, a 401k
    type plan, and a defined benefit component
  • Potential for agency participation in the Federal
    Student Loan Repayment Program with limits of
    10,000 per employee per calendar year, and total
    repayment of 60,000 per employee
  • Non-competitive appointment to a full-time
    permanent position upon successful completion of
    the Program

Eligibility
  • Graduate students from all academic disciplines
    who expect to complete an advanced degree
    (master's, law, or doctoral-level degree) from a
    qualifying college or university during the
    2005-2006 academic year (September 1, 2005 -
    August 31, 2006) are eligible to apply.
  • Generally, the institution must be accredited
    by an accrediting body recognized by the
    Secretary of the U.S. Department of Education or
    must have acquired "pre-accreditation" or
    "candidate for accreditation status" that is
    recognized by the Secretary of the U.S.
    Department of Education. Refer to
    www.pmf.opm.gov for details.

    Noon, Eastern Time, on October 14, 2005.

  • Students must check with their Nominating
    Official (Dean, Chairperson, or Academic Program
    Director) to confirm the schools process and
    deadlines for nomination into the PMF Program.
  • Apply on-line using the PMF Online Application
    and Resume Builder (OPM Form 1300)

  • Complete the Accomplishment Record portion of the
    application

Nomination
  • Students who wish to be considered for the PMF
    Program must be nominated by the Nominating
    Official (Dean, Chairperson, or Academic Program
    Director) of their graduate program.
  • This Nominating Official may designate someone
    to oversee the process for their school, but only
    the Nominating Official may render nomination
    decisions.
  • Criteria for school nominations must
    demonstrate
  • breadth and quality of accomplishments,
  • capacity for leadership, and
  • a commitment to excellence in the leadership and
    management of public policies and programs.

Semi-Finalists
  • The Accomplishment Record portion of the
  • application will be used for the selection of
  • Semi-Finalists.
  • Prepare brief statements describing
    accomplishments and level of capability in
    specific competencies.
  • Focus on the quality of the accomplishment
  • and the results achieved.

Assessment Center
  • Semi-finalists will be invited to a day-long
    Assessment Center process with three components
  • Written Expression
  • Oral Presentation
  • Group Exercise

  • PMF finalists are invited to attend a PMF Job
    Fair in the Spring attended by participating
    Federal Agencies
  • Finalists have access to an online PMF Projected
    Positions System to help them identify agency
    positions
  • PMF finalists have 12 months from the date they
    are selected as finalists (typically in
    mid-March) to be appointed to agency positions
