What is Lighthouses?
  • A crime prevention funding program for youth
  • Based in communities in Manitoba that provide
    safe and positive settings for youth outside
    school hours.
  • Offers a fixed grant per annum of 12,000 per
    site from Manitoba Justice.
  • Designed to develop partnerships with youth,
    community members and agencies.
  • Promotes youth participation in decision-making.
  • The programs are usually open to all youth.

The Key Objectives of Lighthouses
  • To involve youth, in a meaningful way, in
    decision-making about program development.
  • To have youth, who may be at risk of being
    involved in crime, get involved in positive
    activities.
  • To offer programs that have elements of skill
    building structure, in a safe, healthy and
    positive environment.

More Key Objectives
  • To use existing schools, community centres,
    Friendship Centres, etc.
  • To encourage community capacity building
  • To encourage partners to work closely on the
    Community Steering Committee that governs the
    program.

What is the Community Steering Committee?
  • It governs the Lighthouse site
  • It is made up of interested adults and agency
    representatives and includes
  • A minimum of two youth
  • A representative of the host agency, which is an
    incorporated body that would manage the funds
  • It hires the staff
  • It ensures appropriate reporting

How does a Community Steering Committee plan for
a site?
  • Community Steering Committee asks the following
    questions
  • What age groups do we want to serve?
  • Where will the activities take place?
  • At what time and on what days will they take
    place?
  • Who will be the host agency?
  • The guideline for expenses
  • 10 hours of supervision a week by two young
    adults for 50 weeks at 11.00 per hour

How does Lighthouses do Business?
  • We fund community groups 12,000 a year
  • We recognize services-in-kind and encourage
    additional fund-raising
  • Funding is principally for
  • Salary and benefits for a part-time coordinator
    and assistants
  • Minor equipment and supplies, e.g. basketballs,
    arts crafts, computer software, incentives

  • 2001-2002
  • 20 sites
  • 2008-2009
  • 55 sites (34 in Winnipeg and 21 in rural
    Manitoba)
  • 2011-2012
  • Goal 70 sites

Youth Involvement in Decision-Making
  • Formal
  • Minimum of 2 youth on the Community Steering
    Committee

  • Frequently consulted re programming and
    problem-solving

Application Deadline
  • December 1st of each year for funding beginning
    October 1st of the following year
  • We offer assistance with completing the
    application form
  • Currently, 5 new sites are opened annually, for
    which we receive approximately 20 applications

    Lighthouses Program on Selected Manitoba Youth

  • The Lighthouses Program in Dauphin
  • Geoff
  • During the summer months in particular, Geoff
    attended almost every day that it was open. This
    included from 500 to 900 almost every Friday
    night, from 200 to 600 p.m., and 700 1100
    p.m. almost every Saturday, and very similar
    hours on Sunday.

Geoffs opinion
  • Geoff felt that the Lighthouses Program helped
    him stay out of trouble and provided him with an
    alternative to hanging around with his friends
    from school.
  • Geoff reported that he met new friends through
    the program.
  • Geoff reported that the program stops kids from
    doing vandalism and tagging. Instead of
    tagging, he said, the program got these same kids
    involved in doing art work.

Geoffs Dads Opinion
  • Prior to Lighthouses, his son was getting into
    trouble on a daily basis. Hanging out, knocking
    down garbage cans, steeling bikes and stripping
    them for their parts, and vandalizing local
    properties and breaking windows.
  • Since Geoff has attended LH, he has new friends
    and hes straightened out quite a bit. The
    program gave Geoff a positive place to go. Kids
    learned values through the program.
