Background
  • The long standing practice of spectrum management
    is to respect the rights of incumbent users.
  • New technologies are being developed to access
    spectrum while not causing interference to the
    incumbent users.
  • To accommodate these new technologies while
    protecting the incumbents it is necessary to
    ensure that the interference mitigation
    techniques are well understood.

What is DSA Technology?
  • DSA technology allows a device to
  • - evaluate its radio frequency environment using
    spectrum sensing, geo-location, or a combination
    of spectrum sensing and geo-location techniques
  • - determine which frequencies are available for
    use on a non-interference basis
  • - reconfigure itself to operate on the
    identified frequencies.

DSA Analysis Challenges
  • Defining DSA device usage (e.g., device density).
  • Defining the characteristics, operations, and
    interference criteria of current and future
    authorized systems.
  • Defining interference scenarios to develop DSA
    parameters (e.g., detection thresholds, detection
    move times) based on aggregate interference to
    the authorized systems.

DSA Measurement Challenges
  • Measurements to verify that the concept of DSA
    actually works
  • - laboratory testing and
  • - field testing.
  • Compliance measurement procedures
  • - defining test signals
  • - measuring DSA response to test signals and
  • - defining pass/fail criteria.

Presidential Spectrum Policy Initiative
Engineering Analysis and Technology Assessments
  • The Presidential Spectrum Policy Initiative
    addresses implementing new technologies such as
    DSA under the following projects
  • - Spectrum Engineering Best Practices Handbook
  • - Spectrum Sharing Innovation Test-Bed

Spectrum Engineering Best Practices Handbook
  • Develop a handbook documenting the best practices
    in spectrum engineering for use by regulators,
    technology developers, manufacturers, and service
    providers.
  • The Best Practices Handbook will bring together a
    common set of approaches for conducting
    engineering analyses and will develop a common
    set of criteria for performing technical studies
    to evaluate emerging technologies.
  • The Best Practices Handbook will guide the
    technical discourse on policy issues involving
    the potential interference impact of one system
    or technology on another.

Spectrum Innovation Sharing Test-Bed
  • NTIA, the FCC, and federal agencies are to
    develop a plan to increase sharing of spectrum
    between federal and non-federal users.
  • NTIA and the FCC are to establish a spectrum
    sharing test-bed where federal and non-federal
    users can study the feasibility of increasing the
    efficient use of the spectrum.
  • As part of establishing the spectrum sharing
    test-bed NTIA and the FCC are each to identify 10
    MHz of spectrum for shared federal and
    non-federal use from bands allocated on an
    exclusive or shared basis.
  • The spectrum sharing test-bed will provide a
    means for evaluating emerging technologies and
    expanded services as well as provide
    opportunities to develop processes for
    intra-government cooperation and spectrum
    sharing.
  • NTIA and FCC have issued a request for public
    comment to address implementation of the test-bed
    and are finalizing their proposals.

Summary
  • The successful implementation of DSA technologies
    can enable sharing and increase spectrum
    efficiency.
  • The steps used to implement DSA analysis,
    laboratory testing and field testing are
    necessary elements in successfully implementing
    DSA technologies.
  • To successfully implement DSA will require a
    great deal of cooperation between the regulatory
    agencies, incumbent users, equipment
    manufacturers, and the equipment certification
    laboratories.
