A Look Back

• Colorado voters supported the concept of a public
  lottery to fund parks and recreation as early as
  1976.
• 1983 The Lottery began with its first game.
• 1984 Colorado communities started receiving
  Lottery proceeds.
• 1992 Voters created Great Outdoors Colorado
  (GOCO).
• 1994 GOCO began awarding grants.
• In 26 years, the Lottery has returned 2
  BILLION.

How Lottery Proceeds Are Distributed

Conservation Trust Fund (CTF) -- 40

• Last year received 48.9 Million.
• Distributed by the Department of Local Affairs
  (DOLA).

Who is Eligible for CTF Dollars?

• DOLA distributes CTF funds to 460 eligible
  local govts
• Counties
• Cities
• Towns
• Title 32 Special Districts that provide park
  rec services
• And, CTF dollars can be used as match for GOCO
  Grants

Accounting of CTF Dollars

• 4 quarterly distributions per year
• March/June/September/December
• CTF must be accounted for separately from all
  other funds
• Either in its own account, or own line item in
  budget. GOCO dollars are NOT CTF dollars.
• Interest earned on CTF money must be allocated to
  the CTF account.

Reporting and Monitoring of CTF Dollars

• Status of CTF Reports mailed to participating
  entities in January.
• Due back to DOLA by March 31 annually.
• Effective July 1, 2004, DOLAs Division of Local
  Government given monitoring and enforcement
  authority over the use of Conservation Trust
  Funds.

GOCOs Origins

• Committee appointed by Governor Romer in 1990.
• Question What should we do to sustain and
  enhance Colorados outdoor resources?
• Citizens initiative placed on 1992 ballot.
• Redirected the portion of Lottery proceeds being
  used for capital construction projects to the
  Great Outdoors Colorado Trust Fund.

GOCO Board

• GOCO is a political subdivision of the State.
• 17 member Board appointed by the Governor and
  confirmed by the State Senate.
• Board members are fiduciaries of the GOCO Trust
  Fund.
• Set policies, budgets, spending plans and decides
  grant awards.

GOCO Local Government Grant Program

• Cities, Counties, and Park Recreation Districts
  eligible.
• Opportunities to acquire, expand and improve
  local parks, outdoor recreation facilities and

• Competitive matching grants -- minimum of 10 of
  the total project cost must be a cash match.

  open space and parks with lottery sales.
• Coloradans prefer accessible outdoor investments,
  large land purchases and conservation easements.
• Public priorities remain with river corridors,
  open space, greenbelt and agricultural
  preservation. Most common comments in open-ended
  question on community and state priorities are
  divided between park maintenance and open space
  purchases.
