1. Objectives of the Project   There is no d
oubt that both Anatolia ( Asiaminor) and Greece
are the motherland of the civilizations with
numerous cultures they have possesed. These lands
have great values not only for respective
countries but also for all of the world since
historical and cultural understanding of past
cultures and events shed light on today and the
future. The treasures from these civilizations
are not only inherited to Turkey and Greece but
also to the world. So it is our mission to
determine, protect and promote the cultural
heritage in order to let new generations know
about them and have enough capability to make
cultural and historical analysis for the future
for better lives.   At this point with todays IT
technologies, we have the increased ability to
discover, preserve and promote this cultural
heritage in a digital environment which will be
accumulated for years and years and enlighten
next generations.   At the same time any project
employing IT technologies will lead to a
developing relationship between Turkey and Greece
which will bring more stability, peace and
understanding between the two countries who are
sharing the remnants of the same cultureal
values. In this project GIS will support us wit
h necessary tools to determine the geographical
positions of the archeological places and
excavations. Remote Sensing technology is also
going to let to view the changes and uncontrolled
business on the heritage areas.

All the data are going to superpozed by GI
S technologies to have inquires for different
purposes such as construction areas
planning,infrastructure zones determinations etc.
Web based applications will enable us to publish
and integrate the database of all this
positioning vectoral information in a searchable
archive. Moreover web based and multi media tech
nologies provide ways to publish all of the
historical information, photographs and videos.
Web editor programs will enable us to disseminate
all information provided through archeologists
and historians in a form of web portal. Web
based Heritage maps are going to be ready to
serve when this poject is over.
2.Contribution to the programme/Key action objec
tives By its definition this project aims to
achive the objectives of Key Action 3.1.1. It is
definite that the number of archeological sites
and excavations in both Turkey and Greece are
countless. So the multimedia content for
digitilization and interactive publishing becomes
difficult to handle. This brings us a conclusion
that we need a Cultural Heritage Information
Management System in order to keep all
information (coming from different technologies
like GIS, GPS, Database Management, Satellite Im
ages and web based applications and technologies)
orderly and integrated. Our project will employ
all these mentioned technologies in such a
harmony that each technology will support others
findings, the outcomes of each technology will be
in compliance with each other. And all these
different technologies will be integrated in a
web site.

If we briefly explain the methodology of Cultural
Heritage Information Management System (CHIMS)
  1. Database Modeling is the basic of the projec
t. During this process, archelogists, mapping
engineers,database, GIS and webbased application
experts are going to corparate alltogether to
form the database. Database Modeling is an
architecture specifically designed to organize
all the data coming from different resources and
also different techonologies in a very organised
and comprehensive way to form a superpozed
solution at the end. 2. GPS ( Geographical positi
oning systems) enables accurate geographical
location of data through satellites. By Remote
Sensing technology, archeological places are
tracked and any changes in the surrounding will
be realised when occurred which will help us to
protect this environment.Satellite images are
going to be used as a part of this process as a
based map.Also registratiton and vectorization of
existing local maps are essential part of the
project. For an example there exist more than
5,000 125000 scale maps exist in Turkey.
 3.GIS (Geographical Information Systems) can
help us to store, manage and display
geographically referenced data so that
geographically positioned archeological sites
are going to be listed under database which is
linked to the vectorel features on the maps and
this information help us to determine suitable
places for infrastructure constructions
  4. A web portal will play an intermediare role
for web based applications and a presentable
interface to disseminate and display all the
information in databases, videos, photos,
documents, geographical reference points, maps,
plans and graphic informations.

• 3.Project workplan
• Our project is focusing on two different areas
  Turkey and Greece. Our team will start working in
  these countries at the same time and at the same
  manner
• Based maps are going to be obtained for the
  preliminary project.Registration,vectorization of
  existing maps,satallite images are the components
  of this step.
• Modeling is the basic part the project as
  described above.
  
• Geographical positioning of archeological places
  in both Greece and West Anatolia will be
  determined.Site teams are going to be established
  for this step.
• At the same time the photos, videos and panoramic
  views of the places have taken and photogrammetry
  technique will be used for having precise results
  about the structures.
• After this process all the relevant data will be
  linked to their vectorel represantations and
  transformed into Geographical information system
  Program so that we can have meaningful results
  for Cultural Heritage Information Management
  System.
• Scenerio of the historical events related with
  these places will be prepared for giving
  necessary information.
  
• A software team started to work on for web based
  applications to transform and integrate the data
  coming from Cultural heritage Information
  Management systems. The database will be filtered
  according to the importance of the data since
  some data can not be published for the public but
  can only be used by the relavant governmental
  agencies for their security.
• A web team started to work on the preparation
  process of the web design, navigation system and
  search facilities of the web site.

4.Community added value and contribution to EC
policies As stated earlier cultural heritage that
this project tries to discover, protect and
promote is not only belonging to the mentioned
countries but to the world. This kind of approach
is also carried by the Europaen Union and stated
under the Maastricht treaty and its Article 151
as, the Union "shall contribute to the flowering
of the cultures of the Member States, while
respecting their national and regional diversity
and at the same time bringing the common cultural
heritage to the fore." EU initiatives "shall be
aimed at encouraging cooperation between Member
States and, if necessary, supporting and
supplementing their actions". In another section
the same treaty also declares that the EU is
taking a new approach to its cultural actions.
The aim is to encourage cooperation in order to
contribute to the establishment of a common
cultural area for Europeans, to develop artistic
and literary creation, to promote the knowledge
of European history and culture and their
international distribution, and to develop
heritage sites and collections of European
importance as well as intercultural dialogue and
social integration. So as Turkey is a Candidate
State and Greece is a member of the European
Union our projects purpose and this treaty shows
us a complete conjunction with the EU policies.
  There is no doubt that the cultural heritage in
Western Anatolia and Greece has tight historical
bounds and common values they cannot be seperated
from each other and handled independently. At
the same time the scope of this project is
widened to the discovering, preserving and
promoting the cultural heritages of both
countries. As it is so clear this is a very long,
costly, endeavour and specialization needing
process. And if we think that these cultural
heritages are also belonging to the world. It
becomes a general responsibility to the human
being. This project if it would be done by only
one country since it does not cover the bounds
with the other country it is meaningless. In
sicientific terms both countries have their own
specialists on this areas but at the same time
these specialists must come together to integrate
what they know together. So these two countries
must act as one now and find as much financial
resources to make his project done.

5.Contribution to Community social objectives
  This project will not only enhance the publics
understanding of cultural values and their roots
but also educate them to be respectful of
cultural values. Therefore people become more
aware of the their environment and cultural
affairs. Moreover, geographical information
system with leading other technologies of
protection help us watching the state of the
historical places and warned us if any change
happened that way the cultural values are
protects and preserved. There is another benefit
also brought by this project is any
infrastructural construction process plan will be
adjusted according to the maps of cultural
heritages. This project also plays a great role
in the education of the children since the web
site and the CD-Rom distributed will show them
cltural heritages in an multi media environment
and in an interactive way.  In order to build a
highly respectable team and specialized team on
this project we go for partnership relations with
MVS Spatial Data Systems, Ankara-Turkey by the
contributions and advisory of Dotcreative Athens
Greece and Bentley Systems Europe BV. If we
further develop our project we would like go
cooperation with TacDam, Metu and another
University or Institue of Historical Studies from
Greece.   6.Economic development and scientific
and technological prospects   The Benefits of
the Proposed Project   1.      The firms and in
stitutions who are involved in this project are
going to establish a very solemn cooperation with
each other learn each others working conditions,
cultural values and business ethics which will
lead for future opportunities of business and
collaboration. 2.      The firms and institutions
discover different approaches and extensions
for their business life which will enable them to
go through more complicated projects.

3.      The firms and institutions will hire
employees, academics, software specialists,
designers, photographers, archeologists and etc.
which will in return increase employment hence
creating an economical value. 4.      This projec
t will increase the awareness of cultural values
in the relevant countries and also in the EC
5.      This project will help the two countries
to build a more healhty tourism environment and
also increases the number of tourists visiting
these countries. Therefore another means of
economic value will be achieved.
6.      This project will help to have more
accurate reconstruction and infrastructure
plans. Ways to Disseminate The Information 1.
      In order to disseminate information our
team will prepare a web portal and also publish a
CD-Rom to be distributed in the EU
2.      In order to promote this project and make
it publicly known, newspapers, TV canals and
magazines will be informed about it.
3.      The target group of this project is not
only all citizens of Turkey and Greece but also
every citizen of the EU. Since getting aware of
the cultural facts and protecting them are
everbodies responsibility . 4.      Part of the i
nformation provided by this project will be given
under the control of relevant institutions such
as governmental agencies of cultural heritage
preservation commisions, reconstruction planning
departments, and etc.     Since this project is
targeted a very wide audience, in the web
presence it will have a real media so that our
team will find sponsors or advertisers after the
complitation of the project.
