General impression on Mitigation
  • Oil by-products generate the foundation of
    climate change (global warming) phenomenon.
  • World Oil prices keep escalating and considered
    one of the challenges depriving economic growth
    of Pacific island countries (UNESCAP survey
    report 2007)
  • Mitigation options reduce our dependence on oil
    for energy sources.
  • Mitigation introduced sustainable and clean
    energy sources.
  • Mitigation on islands need to be developed for
    the good purpose of our sustainable (economic)
    development, their environmentally sounder
    benefits and for our small mitigating
    contribution to climate change

Methodology for Mitigation Analysis in INC!
  • Mitigation options were not analyzed during INC
    process
  • Why?
  • Lack of, and inaccessibility of information on
    appropriate technologies that can be transferred
    to Kiribati
  • Comprehensive data was not in place which could
    assists measures for identifying, analyzing and
    evaluating mitigation options
  • Mitigation options were only pin-pointed in INC
    with anticipation that initiatives and
    investments will follow from abroad

Good practices and lessons learned after INC!
  • National Climate Change Study Team formed (Energy
    and other relevant sectors on board)
  • INC endorsed and pave way for RE technologies
  • BUT..
  • Lack of data required for mitigation options
    identification and evaluation
  • Limited capacity and knowledge on Mitigation
    evaluation and analysis
  • INC have limited influence on formulation of
    relevant RE policies
  • Mitigation section in INC was not mainstreamed
    into NDS

Examples of instituted mitigation projects in
Kiribati!
  • Solar power instituted on most outer islands as
    alternative
  • source of energy (for lightings and water
    pumps)
  • Few islands used wind-mill for their water pumps
    energy source
  • Coconut oil being examined for bio-diesel
    (ingredients of fuel for transportation and power
    plants)
  • Improvement on electrification system on S Tarawa
    (replacement of old Power Generators,
    distribution cable and transformers)

Other plausible mitigation initiatives!
  • Solar energy be expanded on all islands to
    pre-empt the use of diesel generators.
  • Rehabilitation of Power Plants to improve their
    performance and efficiency in order to reduce CO2
    from electricity emission.
  • Improve widespread adoption of energy-efficient
    technologies and practices in the appliances in
    building sectors.
  • Community-based mitigation initiatives to improve
    communities social activities which are emitting
    CO2, e.g. conservation of firewood instead of
    wasting any firewood, promoting use of gas stoves
    instead of Kerosene stoves, etc.
  • Methane (Butane) capture initiatives

Roadmap for Mitigation analysis under SNC
  • Update, and investigate whether mitigation
    options in INC have been implemented or not and
    why??
  • Institute a user-friendly centralized and
    comprehensive data-base to archive and retrieve
    all sort of data required for mitigation
    management aspects
  • Identify management, policy and institutional
    gaps impeding implementation of mitigation
    measures
  • TNA (Technology Needs Assessment) report need to
    be undertaken and form part of SNC submission
  • Link and build on lessons from PIREP and other
    initiatives
  • Undertaking Capacity building on areas with
    limited knowledge
  • Identify, evaluate and analyze feasible
    mitigation options and
  • Link these options with their economical and
    environmental benefits to Kiribati
  • Advocate (awareness) mainstreaming of these
    options into other national instruments
