I believe that we have to offer an option if we
want to prove that democracy works by changing
politics, by defying the wishes of entrenched

Proven Character

• Openly campaigned against the illegal numbers
  game of jueteng and was awarded the Parangal sa
  Marangal for this crusade.
• Never succumbed to the practice of patronage
  politics even though this would deliver the
  votes.
• Prayer and reflection are an integral part of his
  decision making.
• His 14year experience in Bicol non-government
  organisations (Pag-Asang Bicolnon Foundation and
  Caceres Social Action Center) instilled in him
  the value of people empowerment and community
  participation in development work.

• "A courier with an envelope of cash came to me
  one day in my first week as mayor. I told him I
  am against jueteng and won't accept the payola.
  They have not bothered me since."

A Man of Competence

• Awarded the Local Government Leadership Award
  and was one the 10 Most Outstanding Mayors of the
  Philippines in 2002
• Community involvement and participation in
  various development projects such as road
  construction and livelihood programs have
  resulted in greater self-sufficiency of Bicolanos
  and optimized utilization of meager public funds
• Transparency and accountability are the guiding
  principles of his public office.

ABANGS 'Rabus' system

• With very limited resources, he went to the
  villages to consult the people on how to solve
  the lack of roads.
• Used Rabus system (getting farm work done through
  the voluntary cooperation of farmers from
  contiguous farms).
• Involved the community in solving other problems
  in the villages.
• Rekindled the spirit of cooperation, even in
  far-flung villages, and built road networks where
  there were none.
• Opened six new roads and repaired six others
  using the abundant human resources in the area.

A Creative Thinker

• With limited financial resources from the local
  and national government, he says, asking his
  constituents to invest labor on the project would
  increase their stake in it.
• With a "safety net assistance" of 250,000 pesos
  from the Department of Labor and Employment,
  Mabulo was able to open a 3.5-km road, which
  would normally cost the government tens of
  millions of pesos. He asked the people to
  participate in the project by providing the
  boulders and stones to save on materials.
• "In the six villages, about 90 percent of the
  families responded to my suggestion because the
  solution came from them and they've suffered long
  enough without a road."

• His 25-year government and non-government service
  has ingrained in Abang the conviction that an
  empowering policy environment, and not mere
  dole-out, is the key to sustainable and equitable
  socio-economic progress
• Once elected congressman of the first district of
  Camarines Sur, his priority legislative agenda
  are
• - Indigenous Enterprise and Livelihood
  Development,
• - Agricultural Productivity,
• - Equitable Access to Natural Resources and
• - Accessibility of Cheaper Medicines and Health
  Services.
