The U.S. is sinking under a tidal wave of waste.
We are told that waste management in the U.S. is
in a state of anarchy. There is no effective
federal plan or infrastructure in place to
maximize recycling and minimize waste.  America's
treatment of waste is the "free market" at its
worst.  It is up to Person County to plan its own
destiny and do the RIGHT THING,

WHAT IS WASTE?
WASTE is a RESOURCE in DISGUISE?
Our GOAL is to eliminate the very idea of WASTE
The word 'waste' and the act of 'wasting' are
human inventions. Waste doesn't exist in nature.
In nature, everything has a purpose. Waste was
created by humans for short-term convenience and
short-term profit. Wasting results in long-term
harmful consequences for both humans, nature, and
the economy.

What is Meant by ZERO WASTE?
  • Zero Waste is a Policy, a Path, a Direction, a
    Target, its a Process, a way of thinking, a
    Vision.

Corporations and cities across the globe are
signing on to this new wave in environmental
stewardship.
Since corporate America increasingly treasures a
GREEN IMAGE, that image is now a marketing tool
that gives a company a competitive advantage.
We want industry that works to have ZERO WASTE,
and we ask that our Economic Development
Committees put that at the top of the list of
requirements.
Having a landfill should not be a factor to sell
us to them.
They need to sell themselves to us as good
neighbors.

We Need To Open Up Our System To Achieve Zero
Waste.
We Need To
Provide economic incentives Tax bads
(pollution and waste), not goods (labor and
income).
Eliminate Corporate welfare for wasting.
Encourage use of recycled content products by
manufacturers.
Work with manufacturers, product designers,
advertisers and consumers to share responsibility
for the products produced and used prior to
disposal.

  • Many have achieved approximately 50 diversion,
    in large cities such as Seattle San Jose Twin
    Cities, MN and smaller cities like Poway in
    northern San Diego County and Takoma Park, MD.
  • The State of New Jersey has reported a 56
    statewide diversion rate
  • Australian Capital Territory of Canberra has
    adopted a Zero Waste goal by 2010.
  • Halifax, Nova Scotia has adopted a resource
    management strategy to achieve Zero Waste.
  • Trenton, Ontario (pop. 15,000) 75 reduction to
    landfill.
  • Gazzo, Italy 81 diversion from landfill.

  • 88 diversion by Xerox as of 1998
  • Collins Aikman of Dalton, Ga achieved zero
    landfill waste in 1998 while the company was
    increasing production by 300
  • 96 diversion Pillsbury baking operations in Eden
    Prairie, Minnesota
  • Dozens more business have 80-90 diversion rates
  • Some progressive businesses are now adopting
    Factor 10 goals to achieve a ten-fold increase in
    efficiency

Factor 10
The goal of being ten times as productive with
half the resources (materials and energy),
leading to a factor 4 improvement in efficiency.
This is the challenge in the book Factor 4,
written by L. Hunter Lovins and Amory Lovins, and
Ernst von Weizsäcker It has many examples of
real-world projects that save money and reduce
pollution simultaneously.

Will Zero Waste Cost More?
NO!
In fact, some of the more difficult steps in the
end will bring about improvements and redesigns
that will save our resources by reducing demand.
They will reduce the formation of waste through
redesigns that prevent the formation of waste.
These should all save money rather than cost
money.
That is how many business are diverting 80 to 90
waste and saving money in the process.

WHAT WILL WE DO?
We will educate the residents of the county on
this initiative and its value.
We will hold meetings and seminars to help bring
this concept to reality.
We will design school programs to educate the
children.
We will bring in experts to give us direction in
implementing our program.
We will support our words with work and integrity.

WHAT DO YOU DO?
Adopt our resolution and write a similar one for
the county.
Provide the needed environmental rules and
regulations to put this into operation.
Bring the New Economic Development Umbrella
Committee into this mind set, for this will truly
bring economic development.
Help educate all businesses, schools, churches
and families on how to develop their own plans
for achieving ZERO waste and encourage with
incentives. (Examples Garbage Lottery and
Recycle Bank)
Get a volunteer committee to Plan the Work and
Work the Plan.
Defer any decision that has a long term impact
on the county and allow adequate time for
educating the people and bringing about habit
change.

Consider the Alternatives
Weigh the Advantages
  • Enlarge and Expand the Landfill
  • Increase the money for your county projects.
  • Increase and prolong the misery for the residents
    in eastern Person.
  • Use up the resources that should be sustained for
    our childrens future.
  • Put Person County among the poor counties of the
    state who sell their land for garbage.
  • Store other peoples garbage forever for 2.00 a
    ton.
  • We deny our children a part in the the
    preservation of our world.
  • Habits will not change and people will continue
    just as they are doing today.
  • Adopt and Implement the Zero Waste Initiative
  • People will begin changing their habits and
    embark upon recycling, reusing and reducing
    waste.
  • People will become more responsible in other
    ways.
  • Resources will be sustained and maintained for
    children of the future.
  • Jobs will be created 10 to 1 over landfills
  • All the people in the county will get involved
    because it is for everyone. The networking
    process will do just that.
  • Creative financing will be used to fund
    activities and projects.
  • Children will benefit from this beyond any words
    I can find.
  • The health of our residents and environment will
    be enhanced greatly.

THERE IS STILL TIME!
Zero Waste is the next step in the American
success story called recycling. Now is the TIME
to set our sights higher and start planning for
the end to wasting resources and to our reliance
on landfills, incinerators and other waste
facilities. There are small towns in this state
that are doing that very thing. Their resolutions
are before you. We are capable of bringing this
to reality, but Person County must have the
resolve. Do we move forward with a vision of
closing the loop, or do we tie the people to the
regressive, wasteful mode we are presently living
in today?

ZERO WASTE Initiative Resolution
PCPRIDE recommends that Person County protect and
maintain its water and air quality and other
resources, as was brought to the attention of
the County Commissioners on April 15, by
adopting the Zero Waste Initiative. Whereas
PCPRIDE agrees that educating the public on this
topic is the top priority. Whereas corporations
and cities across the nation and globe are
signing on to environmental stewardship ZERO
WASTE. Whereas we need a budget that we can rely
on, not one built on temporary resources. We
must beware of false economics . Whereas
recyclers have a positive economic and
environmental story to tell, and wasters focus
strictly on low cost economics. Whereas the
current global economic engine is built upon the
destruction of our natural world, and Zero Waste
principles promote the highest and best use of
materials which will eliminate waste and
pollution in production and consumption. We,
PCPRIDE, submit this resolution to you, the
County Commissioners of Person County, for your
acceptance. We ask that you delay making any
decisions that have a long term impact on our
community. We ask that you allow the education
of the community on ZERO WASTE to go forward and
allow adequate time to change the habits of our
citizens.
