DHS Enterprise Solutions Office
The ESO mission, which jointly supports the
Office of the Chief Procurement Officer (OCPO)
and the Office of the Chief Information Officer
(OCIO), is to

• Promote best practices in implementing an
  effective Acquisition Management structure to
  efficiently plan and sustain OPO and DHS-wide
  acquisition programs
• Provide expertise in the planning and
  implementation of Acquisition Program Management
  infrastructure that supports agency wide
  programs and
• Provide customer-focused integrated acquisition
  services that assist with optimizing the program
  management infrastructure and their ability to
  meet the strategic mission/goals of the
  Department.

ESO is accomplishing its mission by providing
four types of strategic acquisition support
capabilities

• Contract VehiclesESO is establishing and
  managing a unified portfolio of IT contracts for
  use by all DHS organizations. The first two sets
  of contracts in the ESO portfolio are EAGLE and
  FirstSource
• PACTS (Program Management, Administrative,
  Clerical, Technical Support and Services) is the
  latest up and coming offering
  
• Streamlined Acquisition ProcessesESO has defined
  a simplified procurement model and providing for
  continuous process improvement
  
• Acquisition Program ManagementESO provides
  personnel and expert assistance at no charge to
  DHS Organizations that use EAGLE or FirstSource
  
• Management VisibilityESO is making acquisition
  status and performance visible with a
  comprehensive set of measurement and reporting
  capabilities

• Paramount to meeting the Secretarys strategic
  goal to unify the Department is the ability to
  gather, distribute and share both tactical and
  strategic intelligence and other information.
  Mission and business applications running on a
  homogeneous and integrated Information Technology
  infrastructure will facilitate the sharing of
  data from any point in DHS.
• A Key factor in the success of DHS mission is
  dependent on having a unified and integrated IT
  infrastructure.

EAGLE and FirstSource are the first two
acquisition initiatives toward creating the ESO
portfolio

• Enterprise Acquisition Gateway for Leading Edge
  Solutions (EAGLE) is the set of DHS contracts for
  acquiring IT support services. It supports DHS
  and its Components with a broad range of
  services, solutions and contract types.
• 53 contracts (25 to large businesses 28 to
  small businesses) have been awarded across the 5
  functional categories to a fixed roster of
  contract-level contractors.
