18UNDP approach to promote leverage carbon finance
for sustainable development
- Step 1
- Remove barriers to direct investments in
Climate-friendly technologies (EFR, GEF, ODA,
foundations) - Analysis of key barriers for targeted sectors
- Initiation of policy dialogue with regulatory
authorities on barrier removal strategies - Development of sector-specific strategies
- Implementation of barrier removal activities
19- Step 2
- Establishment of efficient host-country
procedures for CDMJI review and approval (EFR,
ODA) - Knowledge management platform on CDM rules for
bio-carbon - South-South cooperation
- Assistance in establishment of DNA, CERs
ownership rights and approval procedures for
bio-carbon projects - Praining for DNA staff and decision-makers
- Public awareness raising workshops
20- Step 3
- Provision of project management services to
individual project developers (carbon finance) - Identify priority sector to maximize the
development dividend ( biomass, AR and bio-fuels
production, bio-methanation, energy efficiency
etc.) - Development of demonstration projects with MDG
Carbon - Compilation, analysis and dissemination of
experiences and lessons learnt
21MDG Carbon Facility
- Objective
- Broadening access to carbon finance by enabling a
wider range of developing countries to
participate, particularly those countries which
are presently under-represented - Promoting emission reduction projects which
contribute to the MDGs, yielding additional
sustainable development and poverty reduction
benefits - The Facilitys compliance activities
represent an innovative collaboration between
UNDP and an international financial services
provider, Fortis Bank (Fortis), offering
prospective emissions reduction projects a
comprehensive one-stop-shop package of services
22Overview of UNDP and Fortis roles in the MDG
Carbon Facility
- UNDP
- To offer project development services, including
performing due diligence, providing technical
assistance for CDM or JI project approval, and
establishing the monitoring system for the
projects emission offsets. - FORTIS Bank
- To provide carbon banking services,
comprised of purchasing and marketing the
emission offsets generated by the Facilitys
projects -

CDM Projects
The MDG Carbon Facility (i) provides technical
assistance, to CDM projects and (ii) purchases
the credits generated by these CDM projects
24Project Types Targeted By The MDGCarbon Facility
- A wide range of project types that meet
development objectives will be eligible for the
Facility. Initial screening has indicated the
potential for attractive projects based on
diverse mitigation technologies, including
renewable energy, energy efficiency, fuel
switching, agricultural waste management and
bio-fuels, and capture of fugitive emissions from
landfills.
25Categories not eligible for MDG Facility
- Nuclear energy
- Large- scale hydropower
- Geo-sequestration (including enhanced oil
recovery) - Shifting of electric power loads
- Capture and destruction of industrial gases.
