The main responsibilities of the officials of BVC
Directorate (CCA) are as follows
  • methodologically to manage, organize and
    coordinate the implementation of border
    veterinary control
  • to check for proper implementation of border
    veterinary control
  • to draft and to take part in drafting of
    legislation documentation pertinent to the
    implementation of border veterinary control
  • to collaborate with other control authorities,
    branch organizations on issues related to its
    activity
  • to participate in working groups of international
    projects related with designing, construction,
    re-construction and equipment of border
    facilities

  • to take part in working meetings, workshops,
    conferences and other activities held in the
    country and abroad pertinent to the
    implementation of border veterinary control
  • to take part in development of training programs
    for veterinarians carrying out the border
    veterinary control
  • to make proposals to the governing body of NVS
    connected with the construction, re-construction
    and equipment of veterinary facilities at the
    BIPs
  • to take part in working groups with
    representatives of ministries, agencies and
    services with regard to veterinary border control
    issues
  • to organize and hold periodically meetings with
    the Heads of the Regional Border Services on
    issues and problems related to the work at BIPs.

Responsibilities of Directors of the BIPs
  • to organize, manage and control the activities of
    inspectors from BIP, in imports, exports and
    transit of items subject of veterinary concern.
  • to organize, manage and control the activities
    (checks of pet animals and personal luggage) of
    inspectors from BIP and Non - BIP entry points
    situated in the immediate vicinity of the BIP.
  • to exercise control on the equipment and
    maintenance of the BIPs.
  • to organize the training of inspectors on the
    proper implementation of EU legislation and in
    foreign language and computer knowledge.
  • to organize and take part in regular meetings
    with regional Heads of Customs Agency and other
    authorities engaged with the implementation of EU
    border legislation.

Obligations of border veterinary inspectors
(officials) at BIP level
  • to carry out veterinary checks on products of
    animal origin and live animals according to art.
    4 of Directive 97/78 and art. 2 of Directive
    91/496.
  • - Documentary check
  • - Identity check
  • - Physical check
  • to carry out veterinary checks on feed and feeds
    additives according to art. 184 of Law on
    Veterinary Activity.
  • to take part in the controls on the personal
    luggage of passengers for items banned for import
    into the EC, which can present epizootic risk.
  • to carry out the control on the traffic of pet
    animals and law protected animals (CITES) as
    well.

National computerized system for border
veterinary control COACH
  • The national computerized veterinary system
    COACH provides assistance and certification for
    veterinary authorities within an informatics
    network in order to ensure the sanitary
    protection of Bulgarian respectively EU consumers.

Co-operation between services involvedin
obligatory border control
  • An exchange of information is made and meetings
    between services involved (Customs Agency, Border
    Police and NVS) are held if needed.
  • The agreement signed and the Letter of the
    Council of Ministers No 104 regulates the
    collaboration between the aforementioned
    services.
