Our Start
  • 1998 Kansas City identified as one of the first
    25 MMRS (Metropolitan Medical Response System)
    cities. Hospitals became a sub-committee of the
    Kansas City MMRS Committee.
  • 2000 Metro efforts were designated as the
    Regional Homeland Security Coordinating
    Committee.
  • Mid America Regional Council (MARC) became the
    administrator over grants received.
  • 2004 Kansas City designated as an Urban Area
    Security Initiative City (UASI).
  • MARC became administrator over funds Kansas City
    hospitals received from the Department of Health
    and Senior Services.

WORKING TOGETHER
  • A regional all hazards approach was adopted by
    all sub-committees.
  • Hospitals began to work together.
  • Mutual Aid agreements were initiated.

IDENTIFIED VUNERABILITIES AND THREATS
  • Vulnerabilities and threats to the area were
    identified and assessed.
  • Investments that were made to prepare for a
    WMD/terrorist incident will also increase the
    regions ability to respond to natural disasters.

ESTABLISHED STRATEGIES BASED ON A REGIONAL
APPROACH
  • Strengthen relationships among local, state, and
    federal agencies.
  • Improve the effectiveness of plans and protocols.
  • Maximize resources through sharing and
    coordination.
  • Integrate plans and protocols with the National
    Incident Management System.
  • Enhance the capabilities of first responders
    through equipment, training, and exercise
    investments.

HOSPITALS ARE PREPARING BY
  • Establishing competencies and training responders
    utilizing standardized programs.

  • -First State Strategic National Stockpile Full
    Scale Drill in 2004.
  • -Three full-scale community wide hazardous
    material mass casualty in the past three years.
  • -Three full-scale community wide mass casualty
    drills in the past three years.

    top drills.
  • Developing/expanding a coordinated and immediate
    response capacity for the triage, treatment, and
    disposition of adult and pediatric patients.
  • Developing/expanding surge capacity

    decontamination supplies.

    emergency plans/MOUs in accordance with the
    National Incident Management System.

HOSPITALS WILL CONTINUE TO
  • Work with the RHSCC to better prepare our
    facilities for an all hazards approach by
  • -Participating in various emergency
    preparedness/homeland security committees.
  • -Participate with local emergency managers.
  • -Assist with the development of and
    participation in community exercises.
  • -Train our responders.
  • -Look for ways to expand our surge capacity.
  • -Look for ways to increase our decontamination
    capabilities.

FOCUS FOR THE FUTURE
  • Sustain capabilities being developed.
  • Continue to expand participation.
  • Seek funding opportunities and implement the
    strategy plan as funds permit.
