SPECIFIC ACHEIVEMENTS OF ANDHRA PRADESH
IN SEED
QUALITY CONTROL

• Besides implementing Seeds Act 1966 on notified
  kind and varieties, the Seeds (Control) Order
  1983 is being used for regulating the marketing
  of seeds in the state effectively with the help
  of relevant provisions of EC Act 1955.
• The vaccum created due to deletion of cotton
  seed from the list of Essential commodities of
  EC Act 1955, is filled up by promulgation of a
  new Act called An Act to regulate the supply,
  distribution, sale and fixation of sale price of
  cotton seeds and for the matters connected
  therewith or incidental thereto which regulates
  all cotton seeds including GMOs i.e., Bt cotton,
  besides takes care of the following aspects (1)
  Regulation of price (2) Payment of compensation
  to affected farmers (3) Stringent punishments
  (4) take care of referral analysis.
• An administrative programme of Pre-Release
  Quality Assurance is also enforced since last 3
  years to regulate the quality of Bt cotton prior
  to release
• To regulate the most important quality
  parameters i.e., Genetic purity, Bt protein,
  event analysis, Zygosity test a DNA
  Fingerprinting lab is established and notified
  to take up the analysis
• The Seed Inspectors are trained every year in
  a special capacity enhancement programme,
  provided with Seed inspectors kits, Bt express
  kits and literature on legislation of seed,
  compendium of notified varieties and seed
  inspectors manual.

Agricultural Extension Present Scenario in AP

• An Agricultural Officer covering 20-30 villages /
  mandal. Assisted by 1-2 AEOs/ mandal, compared to
  around 6000 VLWs during CD block period.
• More focus on regulatory and administrative
  functions rather than knowledge/skill transfer.
• Weak research - extension-farmer-market linkages.
  
• Poor infrastructural facilities.
• Inadequate operating resources financial
  sustainability.

  converging the District Plans
• Workshop on District Planning Process organized
  by Planning Commission on 7th 8th September
  was attended the officers of Agril and Line
  Departments of the Rank of Principal Secretary to
  the District Heads.
• The District and State Plans expected to be
  submitted to GOI during early October 2007
