AC IMPEL Projects in Romania

  • AC IMPEL - Network for the implementation and
    enforcement of environmental law in the candidate
    countries in Central and Eastern Europe
  • It is composed of representatives (called
    national co-ordinators) of all accession
    countries, namely Bulgaria, Czech Republic,
    Estonia, Hungary, Latvia, Lithuania, Poland,
    Romania, Slovak Republic and Slovenia.
    Representatives of Turkey, Malta and Cyprus have
    been invited to participate in the various
    project activities

  • The network is chaired by the Commission (DG
    XI) and the Secretariat is also managed by the
    Commission
  • The main activities of AC IMPEL include
  • Two plenary meetings a year in the associated
    countries by rotation
  • Exchange programmes for inspectors (including
    participation of inspectors from the candidate
    countries to the corresponding IMPEL projects and
    programmes for the inspectors of the candidate
    countries with the participation of IMPEL
    experts)

  • Training programmes for inspectors
  • An analysis of the countries systems of
    implementation and enforcement
  • Addressing problems in relation to the
    approximation of particular EU environmental
    legal acts
  • Possible publications
  • Special ad hoc projects
  • Participation in IMPEL projects

  • The Commission has adopted a Communication on
    Accession Strategies for the Environment to
    complement the accession partnerships
  • It also provides help to the candidates in
    updating and detailing the National Programmes
    for the Adoption of the Acquis
  • Before accession the candidates should together
    with the EU, draw up and start implementing
    national long-term strategies for gradual and
    effective alignment with the environmental
    acquis, particularly for tackling water and air
    pollution

  • This strategy for adoption and implementation of
    the environmental acquis should be combined with
    a reinforced EU pre-accession assistance strategy
    where investment for adoption of the
    environmental acquis is one of the priorities
  • The main sector specific challenges for the
    candidates, according to the Commission, relate
    to air and water quality, waste management,
    industrial pollution control and nuclear safety

  • Focal poits were Svetlana Zhekova in Bulgaria,
    Pavel Sremer in the Czech Republic, Aare Sirendi
    in Estonia, Pal Varga in Hungary, Vilis Avotins
    in Latvia, Vaclovas Berzinskas in Lithuania,
    Krystyna Panek-Gondek in Poland, Ileana Doina
    Vasilescu (in a later stage represented by Gabi
    Isac and Mihaela Beu) in Romania, Daniel
    Geisbacher in the Slovak Republic and Ivan
    Stefelj in Slovenia
  • Final Report on Developing capacity in
    implementation and enforcement through the AC
    IMPEL network has be done on 20
    December 2003

Romania participation
  • The EC desk officer for Romania, Henriette
    Faergemann, provided essential support in
    organising the specific training course in
    Romania
  • The primary target groups in country are the
    environmental agencies and inspectorates who are
    responsible for implementation of the
    environmental acquis
  • The MoWEP participated to the AC IMPEL network
    activities since the beginning, during the 1998
    Tallin summit of the candidate countries

  • The support activities included the following
    items
  • participation of the romanian experts to the AC
    IMPEL / IMPEL plenary meetings in Copenhagen,
    Athens and Rome. Romanian representatives
    presented the developments in inspection in their
    own country
  • participation to the one - week study tours in
    the target countries - Slovakia and Bulgaria
  • 18 Romanian reprezentatives has participated to
    the combined training course in Czech Republic
    and Slovak Republic

  • In the year 2000, the representatives of the
    MoWEP participated in the IMPEL conference in
    Villach, Austria (11-13 November 2000) where
    problems of the IMPEL policy and role were
    debated, as well as the implementation of the
    IPPC European Directive and the environment
    information system (EIS)

  • In the year 2001, the representatives of the
    MoWEP participated in the common meeting IMPEL
    AC IMPEL in Falun, Sweden (18-20 June 2001). On
    this occasion there were presented the
    conclusions of the Rome seminar (March 2001) on
    the implementation by the candidate countries of
    the four directives (EIA, IPPC, Seveso and EMAS)

  • The Joint Meeting of IMPEL in Santiago de
    Compostela in June 2002 was an other important
    moment for Romania and the other AC IMPEL
    countries. In the name of AC IMPEL countries, the
    Polish AC IMPEL coordinator had a presentation
    about the activities and experiences acquired by
    the candidate countries. There were also a
    positive discussion about the future merge of
    IMPEL and AC IMPEL

  • In the second meeting of IMPEL plenary in Athens,
    1416 May 2003, representative of Romania
    presented tasks and responsibilities of the
    environmental protection inspectorate in Romania
  • A training session Support on the application of
    integrated inspection system, BAT and clean
    technologies in line with obligation assumed
    during negotiations, period 27-29.10.2004, in
    Bucharest, held at the National Research
    Institute for Environmental Protection, with the
    participation of MoEWM, NEPA, REPA, Romanian
    Water Administration and National Environmental
    Guard

  • During 24-28 of April 2004 has been done the
    Study visit tour of IMPEL members. The program
    was to visite of 2 activities falling under IPPC
  • SC OLTCHIM SA Rm. Valcea, activity that have
    approved a transitional period until 31 of
    December, 2014 activity 4 of Annex I
  • SA Automobile Dacia SA Pitesti, activity without
    a transitional period falling under activity 2
    and 6.7.from Annex I

  • Institutional assessment in the period 6-10
    December 2004 and 5 April 2005. There were
    performed assessments through interviews with
    representatives of MoEWM, NEPA, REPA of Pitesti
    and EPG of Pitesti and Bucuresti. There were
    interviews with representatives of Romanian
    Water Administration, LEP Ploiesti and EPG
    Ploiesti, as well as representatives of EPA and
    REPA Sibiu, EPG of Sibiu and local waters
    management company representatives

  • From 1 January, 2003, AC IMPEL and IMPEL were
    officially merged, but AC IMPEL has remained a
    subnetwork with certain distinct activities, and
    with a separate budget until
  • 01 January 2005
