• Critique of federal criteria for defining dental
  shortage areas, known as Dental Health
  Professional Shortage Areas (DHPSAs).
• The report found fundamental flaws in the
  methodology and use of the criteria, upon which
  California bases many of its workforce programs.

  willing to treat underserved populations.

  the country.
