    RESPONSIBILITIES
  • (a)  Minority businesses seeking to be counted
    toward the minority business participation goals
    of G.S. 143-128.2 shall be certified or
    designated as minority business by the Department
    of Administration HUB Office or another
    certifying agency of the State of North Carolina,
    a local unit of government, or The Carolinas
    Minority Suppliers Development Council.
  • (b)  Minority and HUB contractors shall make a
    good faith effort to participate in construction
    projects as demonstrated by
  • (1) Attending the scheduled prebid conference.
  • (2)  Responding promptly whether or not they wish
    to submit a bid when contacted by owners or
    bidders.
  • (3) Attending training and contractor outreach
    sessions given by owners, contractors and state
    agencies, when feasible.
  • (4) Participating in Mentor/Protégé programs,
    training, or other business development programs
    offered by owners, contractors or state agencies.
  • (5) Negotiating in good faith with owners or
    contractors.

  • DEVELOP AND ADMINISTER A STATEWIDE UNIFORM
    CERTIFCATION FOR HISTORICALLY UNDERUTILIZED
    BUSINESSES
  • CREATE AND MAINTAIN A DATABASE OF BUSINESSES
    CERTIFIED AS HUBs.
  • SECRETARY OF ADMIINISTRATION SHALL SHEEK INPUT
    FROM STATE DEPARTMENTS, AGENCIES, INSTITUTIONS,
    POLITICAL SUBDIVSIONS OF THE STATE AND OTHER
    ENTITIES DEEMED APPROPRIATE TO DETERMINE THE

Founded in 2005 The Minority Executive Education
Institute (MEEI) is designed to equip minority
entrepreneurs with business concepts and tools to
overcome unique challenges facing minority
businesses.
  • Privately Held Business Development Series
    Taught by professors of Wake Forest Universitys
    Babcock Graduate School of Management, this
    program targets minority small business owners
    who are balancing the demands of operating a
    family owned business and growing the business in
    a constantly changing environment.
  • DBE Executive Management Program a partnership
    with the NC Dept. of Transportation and UNC
    Kenan-Flagler Business School. The programs
    mission is to provide executive-level personal
    end entrepreneurial development to DBE firms
    through a six-month business development course
    covering Strategic Management, Finance/
    Accounting, Marketing, Operations and Human
    Resources.

  • The Emerging Markets Investment Fund Providing
    contract financing, this program addresses the
    needs of small, minority and women owned
    businesses who require patient capital in order
    to grow, expand and sustain their operations and
    participate in the multi-billion dollar
    government procurement market as well as the
    private sector market.
  • Bonding Initiative In August of 2006, the
    Institute along with an experienced bonding
    agency and select North Carolina government
    agencies began a program to assist small
    businesses in obtaining adequate bonding to meet
    their business goals.
