Regional Intellectual Disability Care Agency

• RIDCA is a service contracted to a NASC by the
  Ministry of Health
• We provide specialised services for people with
  an intellectual disability who have high and
  complex needs and those under the IDCC Act
• The establishment of the RIDCA is in direct
  response to the introduction of the IDCC Act

Intellectual Disability Compulsory Care and
Rehabilitation Act

• Why is the Act required?
• Introduction of the Mental Health Act in 1992
  created a legislative gap by excluding
  Intellectual Disability from the definition of
  mental disorder.
• What is the Act for?
• The IDCCR Act provides for compulsory care and
  rehabilitation to individuals with an
  intellectual disability who have been charged
  with, or convicted of, an offence.

• Support Works (Nelson/Malborough)
• Accessability (Southland/Otago)
• Life Links (Christchurch/West Coast)

Eligibility for RIDCA

• Intellectual disability
• Behaviour that risks harm to self or others
• And one of the following
• Limited access to mainstream services
• Psychiatric or substance use disorder
• Breach of the law

What is an Intellectual Disability?

• An Intellectual Disability
• As measured by internationally accepted standards
• Deficits in at least two skill areas
• Communication, Self-care, Home living, Social
  skills, Use of community services,
  Self-direction, Health and safety, Reading,
  writing, and arithmetic, Leisure work
• Apparent in developmental years

• Comprehensive Needs Assessment
• Intensive Service Coordination
• Monitor and support service delivery
• Facilitation of reintegration into mainstream
  services

• Regional Intellectual Disability Supported
  Accommodation Service
• Richmond Fellowship have the contract for
  Nelson/Malborough/Canterbury/Westcoast
• Dunedin Community Care Trust and Atanui for
  Otago/Southland

• Regional Intellectual Disability Secure Service
• Ten secure beds nationally -two allocated to the
  South Island

• Through a NASC Agency
• Some direct referrals to RIDCA through Mental
  Health/Justice
