Outline
  • UK Renewables Policy
  • Background to RESTATS
  • Why do it?
  • Approach to National Survey
  • Evolution of Survey
  • Regional Surveys

3
UK Renewables Policy
  • EUs Renewables Directive sets EU target of 12
    energy from renewables by 2010
  • UK target - 10 UK electricity consumption by
    2010
  • Since February 2000, UK renewables policy has
    consisted of four key strands
  • New Renewables Obligation on all electricity
suppliers in UK to supply a proportion of
    electricity from eligible renewables
  • Exemption of electricity from renewables from the
    Climate Change Levy
  • Expanded support programme for new and renewable
energy including capital grants and an expanded
    RD programme
  • Development of a regional strategic approach to
    planning and targets for renewables

4
Background
  • RESTATS - the UK Renewable Energy STATisticS
    Database
  • Provides accurate up-to-date energy statistics
    from UK Renewable Energy sources
  • Began in 1989 initially part funded by DTI and
Statistical Office of the European Communities
    (SOEC)/Eurostat
  • Development of methodologies
  • Time series information from 1989 to present day

5
Why do it?
  • Credible data for Government and Industry
  • Assess UKs performance
  • National Government targets towards EC Directive
  • Regional progress towards targets imposed on
    RGOs
  • European Context Eurostat (SOEC)
  • World Context International Energy Agency (IEA)
  • Effects of legislative changes e.g., clinical
    incineration, wood combustion
  • Vital project, key to assessing success of the
New Renewable Energy Programme and the UKs
progress to its target of 10 of electricity from
    renewables by 2010

6
Approach to National SurveyThe Renewable Sources
  • Annual survey important source of new data
  • Technologies covered
  • Active solar
  • Solar photovoltaics (PV - included with wind)
  • Wind (on-shore and off-shore)
  • Hydro
  • Tidal
  • Wave
  • Biofuels (biomass and biowastes)
  • Geothermal
  • Non bio-degradable wastes (MSW, tyres, clinical)

7
Survey Methodology
  • Large projects annual survey through
questionnaires. Large numbers of small projects
    estimates based on sub-sample
  • Renewable Energy Projects Survey (REPS)
    Questionnaire
  • Waste-to-Energy Questionnaire for small-scale
    specialised waste combustion projects
  • Mail shot December/January
  • Telephone follow up of non-respondents - February
  • Estimates, where data are not available
  • Maintaining confidentiality is critical to the
    success of what we do
  • Review quality and completeness plan -
    blackspots
  • FUTURE - on-line survey from secure web site

8
Flow of data
9
Data Quality database management
  • Security
  • Confidentiality
  • Backup/Resilience - continue through hardware
    fault, fire, etc
  • Integrity - making sure data doesnt get
    corrupted
  • Accuracy/consistency of data entry and checking

10
Data Quality mapping
  • Geo-referenced inventory of renewables project
    sites
  • Improve data quality - eliminate duplicate
    records
  • Promote results
  • Regional targets

11
Statistical Indicators existing
  • to show trends in..
  • Renewable generating capacity from NFFO, SRO,
    NI-NFFO, former NFFO, and non-NFFO
  • Proportion of electricity from RE - includes
progress towards RE Obligation and EC Directive
targets Energy White Paper Maintain reliability
    of energy supplies
  • Electricity generation capacity
  • Uses for heat and electricity

12
Statistical indicators future CO2 savings
  • Energy White Paper To move towards a 60
reduction in carbon dioxide emissions by 2050
  • Carbon savings teCO2 equivalent/year displaced
    from MWh data

13
Statistical indicators future - reliability
  • Energy White Paper Maintain reliability of
    energy supplies
  • Reliability of supply, as envisaged by
    Government, relates to guaranteeing production
    and delivery of electricity
  • Achieved by making its generation sources as
    diverse as possible (existing indicator)
  • As percentage of renewables increases reliability
    of the technology becomes important

14
Statistical indicators future - competitiveness
  • Energy White Paper Promote competitive energy
markets within and outside the UK
  • More subjective
  • In the past NFFO 1/2 had competitiveness built in
  • NFFO 3/5, SRO and NI-NFFO had technology banding
bid process sometimes resulted in optimistic
    assumption about price.
  • ROCs make money within terms of obligation not
necessarily cheapest - ease of planning
permission and grid connection determines where
    sited

Evolution of RESTATS
  • Collection of renewables statistics is an
    ever-evolving field
  • Government has encouraged a regional strategic
approach to planning and targets for renewables
  • Interest in regional data owing to targets
    imposed by Government on RGOs
  • Provided regional data for the last three years
in support of these regional initiatives
  • To maintain confidentiality it has been necessary
    to combine the
  • Data for some regions
  • Renewable sources into four categories
  • RGOs data requirements sometimes different to
    DTIs
  • Potential schemes (planning)
  • Site data (promotional publicity)

17
Regional Surveys?
  • Some RGOs wish to collect their own renewable
    energy statistics
  • If these become reliable sources of data, prudent
for RESTATS to link up with the activities of
    these RGOs
  • If RGOs are going to become involved in this
field methodologies used should be consistent
    with those used within RESTATS
  • A standard methodology is the KEY TO SUCCESS
