JS J3 role as Global Force Manager JFCOMs role
as Primary Joint Force Provider and impact of
this mission on COCOMs. Discussion JFCOM was
recently assigned mission as Primary Joint Force
Provider as part of Global Force Management.
JFCOM will make recommendations to JS on global
sourcing. CJCS is the Global Force Manager and
will make all decisions on force providing.
JFCOM is still developing the procedures and
resources required to execute this mission.
COCOMs require education and applicable training
on procedures associated with GFM, particularly
as it might impact COCOM-assigned forces.

adequately participate in the transformation

Resources are needed to enable interagency and

04JT-02 (BOGrp 1) Independently developed
automated support tools need management and
oversight to ensure they are complementary and
will collectively meet DoD requirements.
Discussion Automated support tools (JTIMS,
JDRAT,...) are JMETL/AMETL based, yet current
configurations use different task terminology and
methodologies for addressing UJTL deviations. JS
J7 developing an effective approach to include
automated procedures for UJTL updates. Policy
needed on information and intelligence data
sharing across military and civilian
organizations (TIM2 community). Impact Training
and readiness community needs an integrated suite
of automated support tools that support
collaborative planning and effective knowledge
management. Integrated tool suite must use
consistent terminology and system interfaces
should provide data exchange that support single
data entry for use in multiple applications. T2
objectives will be difficult to meet if these
issues are not addressed as JTIMS, ESORTS, and
UJTL development efforts continue. Submitted By

Status NexGen JTIMS SPIRAL 2 is integrated
with DRRS to dynamically pull the COCOM/CSA
J/AMETLs. JDEIS is the authoritative source for
the UJTL, Service Task Lists, and Joint
Capabilities. A future NexGen JTIMS SPIRAL will
provide the capability to dynamically send the
Training Proficiency Assessments (TPAs) generated
in NexGen JTIMS to the training tab of DRRS. OPR

04JT-05 (BOGrp 1) Accelerate the development of
doctrine and TTP to support emergent capabilities
used in real-world operations. Discussion Per
Joint Training Policy, joint training is to be
conducted to agreed joint doctrine. Current rapid
transformations are establishing new constructs,
e.g., SJFHQ, JIACG, Intergovernmental Operations,
Homeland Defense, etc., with no doctrine and
minimal TTP, inhibiting effective training,
Impact Training events are transformed into
experimentation events that inform the concept
development but do little to improve training
audience readiness. Submitted by HQ USEUCOM,
EPOC-JTRE, Col Dave Beydler. Endstate JS and
JFCOM have implemented rapid doctrine and TTP
development and approval processes that provide
and update useable interim doctrine and TTP for
emergent transformational concepts as baseline
for operational employment and associated
training. Status JEDD has implemented a new
change process for expediting doctrine and TTP
development approval processes. A considerable
amount of doctrine, however, is being held up due
to lack of policy or changing policy at the OSD

04JT-08 (BOGrp 1) Define the entry requirements
for each T2 enabling capability make the
definition a part of new enablers as they are
developed. Discussion Active joint customer
(COCOM, CSA) participation in the processes of
enabling capabilities (JNTC, JKDDC, JAEC, TIM2,
TC AoA, JTFCB, etc.) requires easy portal access
to working group process. Entry requirements
need to be clearly described by T2 capability
lead and understood by Joint customer in order to
enable effective joint training. Communication
among OSD, JS and COCOMs\CSAs does not adequately
inform the COCOMs\CSAs of process schedules
associated with building and maintaining critical
enablers. In addition, where COCOMs\CSAs do
have visibility, they are not adequately
resourced to insert informed input into each of
the processes. Impact T2 implementation is
sub-optimized by inadequate input from the

into training. Discussion Joint Service
Lessons Learned currently captured by a number of
independent groups, agencies activities into a
variety of non-linked databases. Joint Trainers
require timely access to Lessons Learned
analysis, specifically tailored to support the
requirements development process/JTS made
available through a single access point. COCOMs
understaffed for Lessons Learned support in
planning for training not staffed for active
collection. Impact Lessons Learned not
incorporated into training objective development

04 TRANSCOM 01 JEP Support Funding
Methodology. Issue COCOM (Joint Staff,
USTRANSCOM, USSTRATCOM, USSOCOM, USJFCOM) support
is essential to all Regional CoCom CPX exercises.
Impact Current funding methodology
fails to recognize functional COCOM costs in

is the funding of TRANSCOM functional support to
the Geographic COCOMs. Currently only SOCOM
receives funding (through the Bronze Arrow
program) to support the Geographic COCOMs. A
change to the Chairman's instruction governing
the JEP is required, along with the agreement of
the other COCOMs, and OSD. Since JEP funding is
limited in FY07 any additional funding to support
this effort may not be available until

04CENTCOM04 The requirement exists for DOD
personnel to conduct planning, coordination, and
support of interagency operations, yet military
personnel are not educated nor trained to
accomplish doctrinal tasks requiring interagency
coordination. Discussion The National Security
Strategy requires the development, coordination,
and application of the elements and instruments
of national power to achieve national security
objectives. In order to accomplish this
requirement, USCENTCOM must have senior
leadership and staff officers that are educated
and trained in the coordination and integration
of regional interagency activities. Impact
Without an interagency education and training
program, personnel will continue to conduct ad
hoc interagency coordination of doctrinal

Endstate DOD provides USCENTCOM with senior
leadership and staff officers who are educated
and trained to accomplish ST 8.5 - Coordinate and
Integrate Regional Interagency Activities.
Status The CJCSI Education Policy (1800.01C)
revised, published 22 Dec 05. National Security
Strategy remains a primary learning area.
Curriculums will continue to undergo updates to
reflect the latest information. The OPMEP
addresses learning requirements at the
Intermediate, Senior level Colleges as well as
all GO/FO courses. Individual Training topics
related to interagency requirements must be
developed and addressed through Joint Training
Policy and Guidance. TIM2 has developed a concept
paper that lays out a framework of topic modules
across the career continuum presented in CJCSI
1800.01C. It suggests the who, what, and when
for learning the how and where of
implementation will be determined later. The
modular structure and relative indicated division
of time are designed to facilitate use in both
short- and longer-term settings, both resident
and via Advanced Distance Learning, and for
individual training, JPME settings, and for

04SOUTHCOM04 Reduce/streamline the Developing
Countries Combined Exercise Program (DCCEP)
process. Discussion Combatant Commands submit a
two-year DCCEP plan through JS-J7 to OSD annually
NLT 31 March via msg (forty to fifty pages). OSD
approval is historically received in Aug/Sep
timeframe via msg. Approval for Out of Cycle
(emerging, mission critical) requirements are
submitted through the same lengthy process and
many times, approval is not received on
time. Impact The current process requires
extensive man hours for USSOUTHCOM, Service
Components and MILGPs. Additionally, it hinders
the commanders flexibility and ability to support
mission critical, short fused, emerging

04JT-12 (BOGrp 2) Joint Education and Training
Currency. Issue No process for maintaining
currency of joint education and training
Impact Todays staff officer faces an
unprecedented rate of change across the
political-military environment. Education and
training programs must dynamically update to
maintain currency and relevance. The integration
of these processes and systems is ad hocleaving
individual joint staff officer preparation
trailing the needs of the field. Plan of
Action JS, J7 meet with educators and trainers
to develop a process to rapidly update joint
education and training courses. Submitted By
BOGrp 2 Endstate Joint education and training
programs systematically update their learning
objectives and courses to keep up with the
rapidly changing pol-mil environment. Status
The Joint Faculty Education Conference (JFEC) was
conducted 21-23 July 05 and developed 10 FY05
Special Areas of JPME Emphasis . A
supplementary conference was held 7 Sep 05 at the
AWC for information briefing exposure. Military
Education Coordination Council recommended and
the Chairman approved seven FY06 Special Areas of
Emphasis. JFEC 06 is scheduled for July 06. J-7
JTD, working with J-7 JEDD, is conducting a high
level assessment of some existing critical joint
billets to identify required tasks and
correlating available training and education
programs that prepare personnel to serve in the
joint billets. The JKDDC JMO will conduct the
task analysis, identify specific available
training and education programs, and identify

03JT01 Joint Training System (JTS)
Familiarization. Issue The joint community does
not fully understand the capability and potential
of the Joint Training System (JTS) and Joint
Training Information and Management System
(JTIMS) to enhance warfighting proficiency. JTS
and JTIMS familiarization and orientation are not
embedded in the Professional Military Education
(PME) Continuum. Impact JTS cannot be fully
implemented if not fully understood. Submitted

understands JTS and JTIMS. Status JKDDC is
developing an advanced distance learning course
overview on the Joint Training System. A JS

realignment of contract support, a new delivery

and Reporting Tools. Issue Current training
assessment results are not being briefed/reported
to leadership in a usable format. Assessment
results may not be formatted/structured in a way
that reflects leaderships priorities/concerns/foc
us. While no universal assessment/ evaluation
tools currently exist, tools such as those
developed at JFCOM and PACOM may serve as interim
workarounds until JTIMS is fully developed. Also,
some users expressed strong interest in fully
independent tools, which might then link to
JTIMS. Impact Assessment results may receive
limited leadership attention or be misunderstood.
Increased flexibility in assessing non-JTIMS
based activities. Current processes and outputs

training of new and evolving missions. Discussion
The JNTC must rapidly provide the LVC capability
to meet the training requirements associated with
new, evolving, or previously unsupported mission
essential tasks. Examples are USSTRATCOM
strategic national-level JMETS (e.g., Global
Strike, Global ISR, Information Operations,
Global Ballistic Missile Defense) and NORAD
USNORTHCOM homeland defense and military
assistance to civil authorities missions.
Impact Decreased efficiency and quality of
training as a result of under-utilization of JNTC
for these missions Submitted By NORAD-USNORTHCOM

OP70). Endstate JNTC rapidly responds to and
fully supports new LVC requirements Status
JWFC implemented a requirements identification
and prioritization process involving COCOM
representation and internally reorganized to
provide more focused management of LVC
capabilities development to meet priority
training requirements. New capabilities were
fielded in four of the top ten requirements areas
identified by combatant command consensus inputs
to the Joint Training Review Group with
development planned or ongoing in the remaining

04JT-04 (BOGrp 1) Enable COCOMs and Service
Components to employ JNTC for training with
minimal or no JWFC direct support. Discussion
JNTC should be employed for COCOM and Component
sponsored training in addition to scheduled JNTC
events and those events that JWFC can support. To
accomplish this, the JNTC technical solutions
must not require JWFC support sufficient theater
expertise must be developed in each COCOM to
employ JNTC to design, build and execute
training and both COCOMs and Components must be
able to program funding to pay for the costs
associated with use of JNTC. Impact Training not
supported by JNTC infrastructure and training
enablers may be sub-optimized and not have
requisite joint context while JNTC investment is
under-utilized. Submitted by HQ USEUCOM,

Service Components have established the
expertise, resources, and procedures to routinely
employ JNTC to enhance joint training and provide
requisite joint context for service training.
Status The JNTC program has enabled
decentralized execution of training through the
Program Centric approach fielding of the JNTC
Support Element, their coordination with JWFC
Desk Officers for additional training support,
and validation of training requirements through
the accreditation process. JNTC Certification is
standardizing technical access and support. The
JWFC has established a network operations center
to support the Joint Training and Experimentation
Network (JTEN) and the network is available to
support Service and COCOM Joint training events
with minimal JWFC involvement. OPR JFCOM JWFC

04CENTCOM02 Need baseline JMETL standards for
COCOMs Service Component Commands. Discussion
COCOMs Service Components are required to
follow the processes of the JTS, CRS, DRRS.
Each process has a reporting requirement, i.e.
training/readiness assessments, JQRR, ESORTS.
JMETL is the common reporting theme. Among
commands should exist commonality in standards in
terms of DOTMLPF. COCOMs Service Components are
developing or have developed standards for their
JMETs. These standards are radically different
among commands. Propose Joint Staff identify the
commonality, among commands, in standards in
terms of DOTMLPF create baseline JMET standards
to report against. Impact If not done,
training/readiness assessments, JQRR, ESORTS
could display data for CJCS SECDEF that is not
comparable, not complementary,

baseline tasks, conditions and standards for

Based on current JTF HQ JMETLs in DRRS and the 66
tasks in the JTF HQ MTG, JFCOM developed an
initial draft baseline set of tasks for review by
the JS and COCOMs. Recent guidance from the JS is
to collaborate with the COCOMs on the issue at

04JT-16 (BOGrp 3) Increased JFCOM support to
training. Discussion JFCOM provides
operational train-up exercise support to
COCOMs. Historically, this support has been
provided to two major COCOM events per FY.
COCOMs typically require JFCOM support for more
than 2 per year but must compete with other
COCOMs and JFCOM Components for support. COCOMs
are not resourced to provide internal assets for
operational train-up exercise support are
forced to do so out of hide to ensure events
are executed successfully. Current JFCOM
resources cannot satisfy COCOM requirements.
Increases required for Observer/Trainers,
contractor support and deployable MS equipment.
Initiatives such as Pacific Warfighting Center,
EUCOM use of Warrior Prep Center and JNTC network
decrease reliance on JFCOM assets. Additional
Observer/Trainers and contractor support required
to meet COCOM requirements. Impact COCOM
operational train-up events major exercises are
not as efficient or effective would benefit

JWFC submitted a Joint Force Trainer Requirement
during the FY07-11 IPL requesting an increase in
military observer trainers and additional funding
to increase the number of contractors available
to support Joint Training requirements. OPR

COCOM support the increase of JFCOMs IPL.

process for incorporation of testing and
experimentation in joint training Discussion
OSD Training Testing Steering Group is seeking
to embed test activity in training to test with
appropriate joint context as tasked within SPG
06. JFCOM, as the joint force integrator and
experimenter, also requires the training
environment to assess capabilities such as DJC2,
Blue Force Tracking and SJFHQ. The need for
joint context and resource limitations require
some test and prototyping activity in training.
JFCOM has developed a manual that outlines the
process the test and experimentation community
will use for integrating into JFCOM sponsored and
supported training. JFCOM could serve as one
stop shop for DOTE and experimentation
community for integration into training. Impact
DOTE forced to engage multiple COCOMs to
search for venues. Testing experimentation
short-notice insertions are disruptive to COCOM
