Framework programme International Cooperation
Directorate, DG Research, European Commission

International Context
3
International Context
  • EU Strong economic power facing huge
    challenges e.g. ageing societies, industrial
    competitiveness, unemployment, regional social
    cohesion, sustainable development, energy
    security, globalisation, etc.
  • Future f (knowledge triangle)
  • How to create knowledge Research
  • How to diffuse knowledge Education
  • How to use knowledge Innovation
  • EU to invest more (3 objective) and better
    in RD (building ERA)

4
International Context
  • Scale of challenges (environment, energy, health,
etc.) unlikely that a single region in
    isolation can deal with.
  • Need to work together and build a strategy for
knowledge collaboration to leverage trade and
    economic relations.
  • Indispensable partners Asian countries
  • Council Regulation 1934/2006 of 21/12/2006
although there are no diplomatic or political
relations with Taiwan, intensive contacts do take
place and should be continued in the area of
economy, trade, science and technology, standards
and norms and on a number of other subjects.

5
Framework Programmes
6
What is it?
  • Framework Programme
  • the main European instrument for funding research
    in Europe
  • designed firstly to respond to Europe's
employment needs, competitiveness and quality of
    life.

7
FPs basic principles
  • Scientific excellence
  • Trans-national cooperation
  • Public calls, peer review, competitive selection
  • Cost-sharing
  • Participants own the results

8
By and large, how do FPs work?
  • Calls for proposals launched by DG RTD (e.g.
    HEALTH-2007-2.1.2-7 Traditional Chinese Medicine
    in post-genomic era)
  • Consortia submit proposals
  • Independent evaluation of the proposals
  • Selection of the best proposals for co-funding

Taiwan participation in FP6
  • Leaders in EU-Taiwan ST cooperation IST and
    policy research (SARS)
  • Collaboration in other sectors to be developed
    under FP7
  • But ST cooperation going-on also at the level of
EU Member States with Taiwan and amongst private
    companies.

15
7th Framework Programme 2007-2013
16
FP7 overall objective
  • FP7 bundles research-related EU initiatives under
    a common roof
  • To play a crucial role in reaching the goals of
    (1) knowledge, (2) competitiveness, (3) growth
    and (4) employment
  • along with
  • a Competitiveness and innovation Framework
(2007-2013, EUR 3.62 billion, focussing on SMEs,
adoption of ICTs, the Intelligent Energy Europe
    Programme)

  • Structural and Cohesion Funds for regional
    convergence and competitiveness

17
What is new in FP7?
  • Duration 7 years
  • (except EURATOM 5 years)
  • Budget over 53 billion
  • New Structure with 4 Specific Programmes
    EURATOM JRC
  • New instruments ERC, JTI, etc.
  • Integration of the international dimension into
    all Specific Programmes

18
FP7 Structure
  • FP7 objectives grouped into 4 Specific Programmes
(plus EURATOM and Joint Research Centre)
  • Cooperation Collaborative research,
  • Ideas Frontier Research,
  • People Human Potential, and
  • Capacities Research Capacity.
  • to promote the creation of European poles of
    scientific excellence through cooperation within
the EU and with third-country partners

International cooperation in FP7
23
Building on past achievements
  • 25 years
  • gt 3000 projects
  • gt 45,000 researchers
  • mainly in agriculture, health, natural resources
  • thousands participations, all areas

24
International Cooperation in FP7
  • On the basis of mutual interest and mutual
    benefit
  • To support European competitiveness through
strategic partnerships with third countries, and
  • To address specific problems faced by developing
    countries

25
Typology of countries
  • 1- Associated countries
  • ? Same prerogatives as Member States
    (Switzerland, Israel, Norway, Lichtenstein,
    Iceland, Turkey, Croatia, Serbia, Montenegro,
    Former Yugoslavian Republic of Macedonia)
  • 2- International Cooperation Partner Countries
    (ICPC)
  • Countries neighbouring the EU (Mediterranean
    Partner Countries, Western Balkans, Eastern
    European and Central Asian Countries)
  • Emerging economies (e.g. China, India, Brazil,
    Russia, South Africa)
  • ? Funded
  • 3- Industrialised countries (USA, Canada, Japan,
Australia.) and other high-income countries and
    territories (Taiwan)
  • ? Funded only exceptionally

26

Main principles for international cooperation
  • FP7 Rules for participation welcome international
    cooperation
  • Allow for international participation in FP7
    indirect actions
  • Allow for targeted activities e.g. specific
    calls for specific countries/regions
  • Provide for possibilities for funding for third
country participants (mainly those from ICPC)
  • Principle of equal treatment with respect to
intellectual property rights (IPR) of all
    participants in a project

27
Conditions for participation
  • Minimum condition for participation, as a general
rule at least 3 independent participants from 3
different Member States (MS) or Associated
    countries (Ac).
  • Article 11 International organisations and
participants from third countries can participate
    in addition to minima.
  • all references to Articles refer to FP7 EC
    Rules for participation

28
International cooperation in COOPERATION
  • All themes open to third countries
  • In general minimum number of EU Member State (MS)
    or Associated Countries (AC)
  • Beyond this minimum, all 3rd countries can
    participate
  • Targeted calls possible
  • Industrialised countries funded only if
    indispensable for the project

29
International cooperation in IDEAS
  • ERC grants open to non-Europeans provided they
move to the EU Associated Countries
  • Participation of Third Countries to be justified
on basis of added scientific value/mutual benefit
(in addition to the minimum consortium one
    legal entity from MS/AC)

30
International cooperation in PEOPLE
  • Marie Curie host driven actions open to
    non-Europeans
  • International outgoing / incoming fellowships (
    return scheme)
  • International reintegration grants
  • International cooperation scheme partnerships to
support exchange of researchers (joint EU ST
    Agreement countries)
  • Measures to network expatriate researchers
    (ERA-Link)

31
International cooperation in CAPACITIES
  • Coordination of the international cooperation
actions under the different Specific Programmes
    and across Themes
  • Coordination to ensure a coherent approach and
develop synergies with other Community policies
    (RELEX, DEV, Trade, ENV)

32
FP7 Funding Schemes
  • Collaborative Projects
  • Networks of Excellence
  • Support for Training and Career Development of
    Researchers (Marie Curie)
  • Support for Frontier Research (ERC)

IPR Objectives
  • to facilitate the implementation of the project
and the use of its results
  • to provide a minimum self-sustainable framework
    while allowing participants flexibility to
determine additional rules specific for their
    cooperation
  • to ensure continuity with the FP6 IPR provisions
but simplifying and improving these where
    appropriate
  • to ensure uniformity between (mainstream)
    indirect actions

60
Ownership
  • Ownership each participant owns the foreground
    it generates
  • Joint ownership
  • when foreground is generated jointly and it is
impossible to determine the respective share of
    the work, in which case
  • the joint owners must reach an agreement
  • however, in absence of a specific agreement, a
default regime applies any joint owner is
entitled to grant non-exclusive licenses to third
parties, without any right to sub-licence,
subject to prior notification and fair and
reasonable compensation to the other owner(s)
  • in actions for the benefit of specific groups
(e.g. SMEs, CSOs) unless otherwise agreed
  • when agreed by two or more participants
