Background
  • There are 900 million farmers in the countryside
    in China
  • At least 40 households use biomass as their
    primary fuel
  • The heat efficiency of existing unimproved
    biomass stoves is only about 12
  • Its about 12-15 tons firewood per year consumed
    by each household in Western China
  • The excessive deaths caused by IAP in China every
    year number 111,000 people.

Background

Biomass Stove Industry Achieved Great ProgressAt
present, the improved biomass stove closer to 30
producers selling 60,000 units annually, and best
stoves were evaluated and awarded with the
support from Shell Foundation. But need to scale
up, improve capacity building, also lack of
market-based publicity and dissemination in
Western China.

Analysis Selection of Demo Sites
  • Selection Standards
  • 1. The biomass stove of the manufacturer should
    be the winners of competition in Shell Foundation
    project.
  • 2. The stove manufacturers should know very much
    about the demonstration sites and have some work
    basis there.
  • 3. Local Government is willing to provide some
    subsidies for stove dissemination.
  • Local farmers are willing to use this new stove
    and can pay the rest money by themselves.

    County in Chongqing, Guanxi and Yunnan Province

Training-International Workshop
The international workshop was held in Hebei
province from April 7-8, 2008. Over 200 people
participated, including representatives from
stove manufacturers, government, and academic
experts.

Training-Technician and REO Staff
Five Training classes on installation and
maintenance of stoves were held in local, 167
technicians and Rural Energy Office staff were
trained and 92 technicians passed the examination
were issued certificates. Government officers
also attended the classes.

Wrote five training materials --Promotion of
Biomass Stove in China --Biomass Stove for
Users --Biomass Stove for Testing --Basic
Knowledge of Biomass Stove --Development and
Application of Solar-cooker Designed and printed
16,000 posters which are posted at the kitchens,
schools and other public places in promotion
locations. Designed and printed 20,000 manuals
about optimizing the using of stoves and kitchen
management to be distributed to end-users.

Dissemination
There are 46,732 stoves sold by the four
manufacturers from October 2007 to December 31,
2008, in which 30,130 stoves were sold to the
demonstration sites. In each of the project
areas there is local government engagement with
varying degrees of subsidy depending on the needs
of the regions farmers. In Sichuan Province,
the rural energy office is working with the
Ministry of Agriculture to provide 100 subsidies
to Tibetan farmers who live in austere
conditions. In other areas of Chongqing, Yunnan
and Guangxi province, the local government
provide 50 subsidies and the farmers pay the
remnant by themselves.

Next step-KPT and IAP Monitoring
Kitchen Survey To know whats the basic
information of their kitchen condition, fuel type
and cost, income, living and cooking habits, the
wiliness and suggestion for the new biomass
stoves. KPT-Kitchen Performance Test To test
how many fuels (coal and biomass) can be saved
after using new biomass stoves compare with that
used old coal or traditional biomass stove. IAP
Monitoring To know how many improvement for
Indoor air quality after replace the coal stove
and traditional biomass stove by new
semi-gasification, high efficiency and low
emissions on biomass stove.

Challenges, Lessons and Solutions
Chinese government has realized the great
significance of promoting the biomass stoves, so
they have been doing a lot of stove promotions,
but with the large population and heavy work of
New Village Construction, it is difficult to keep
long-run development and large-scale
popularization only by government support and
subsidies. The enterprises need to reduce stoves
production cost, raise product quality and
strengthen enterprises competence through
various ways, such as making further technical
innovations and conducting carbon trade financing
in the international market, etc.

Challenges, Lessons and Solutions
Through the CAREI and CEIHD joint efforts, the
EPA Project has been being operated for one and
half year and has achieved fairly good results
with finishing all the planed work. However,
because of limited project funding, there still
is a large room for enterprises technical
guidance, enlarging market, publicity and human
resources meanwhile, the project group hopes get
further support and cooperation.
