    the globe to achieve economic competitiveness of
    a nation by enhancing internal efficiencies,
    providing transparent and efficient automated (on
    line) services to citizens, business communities
    establishing e-communities, social development
    through increasing economic competitiveness.

E-Governance impacts on GDP Growth
  • By deploying e-governance, benefits that directly
    contribute to the GDP growth are
    government-to-business services (G2B), efficient
    information sharing between government
    departments (G2G).
  • Better G2B and B2G services provide better
    investor/business-friendly ecosystem, reduced
    regulatory burden. 
  • Enhanced internal efficiencies (G2G) contribute
    to economy by streaming the redundant processes
    that facilitates e-services to various
    stakeholders.
  • By deploying efficient , user-friendly Govt. to
    Citizen (G2C) services leading to reduced
    delivery cost of services

Direct impact of e-Governance on GDP
  • Direct effect of investments on e-government
    innovations in GPR/BPR (G2G) would lead to
    economic growth, which can be attributed to the
    following outcomes
  • Cost savings reduction of cost of services and
    delivery.
  • Reallocation of financial resources in a more
    meaningful way.
  • Reallocation of human resources.
  • Faster collection of tax and other related
    revenues.
  • Better government business planning and financial
    management.
  • Increased revenue coverage

Indirect impact of e-Governance on GDP
  • Some indirect contribution of e-government in
    economic growth is also provided by the increase
    in government sector labour productivity leading
    to changes in share of GDP accounted for by
    government sector output, consequent to
    implementation of e-governance.

National e-Governance Plan (NeGP)
  • Approved by Union Cabinet recently
  • Has 8 components viz. Core Support
    Infrastructure, RD, Vision-Mission-Strategies,
    Organisational Structure, Capacity Building etc.
  • Has 26 Mission Mode Projects (MMPs)
  • 10 Central Sector
  • 8 State Sector
  • 8 Integrated Sectors
  • Cabinet approved 5 State-specific MMPs also for
    each state
  • Estimated outlay Rs.23,000 Cr. in five years

State Wide Area Network - Background
  • Core infrastructure is one of 8 components of
    NeGP
  • Mission Mode Projects (Central/ State) would need
    fast, reliable connectivity upto Block Level
    through SWAN/ NICNET
  • DIT mandated to establish SWAN across the country
    for 2 Mbps min. BW by supporting State Govts. to
    establish SWAN to be seamlessly connected to
    NICNET
  • Policy Guidelines for DIT Technical and Financial
    Support issued in October, 2004
  • Cost to be shared between GoI and State
    Governments
  • SWAN Scheme approved by CCEA in March05 with an
    estimated outlay of Rs.3334 crores

    Headquarter (Co-located field formations would
    have one PoP)
  • Each PoP has Configurable Aggregation Equipment
    to enable vertical horizontal connectivity
  • Gateway to NICNET (Existing NIC network upto
    District level) for facilitating Central E-Gov
    Services
  • Wireless connectivity to provide connectivity at
    Sub-Block level (Common Services Centres)
