What does a LEA do?
While there may be slight variations in the
Structure of Energy Agencies, each operate under
similar principals and activities
  • 1. Energy awareness and dissemination campaigns
  • Providing information on renewable energy and
    energy efficient technologies, local developers,
    suppliers and installers.
  • 2. Energy management and procurement for the
    Local Authorities
  • Negotiation of energy supply contracts and
    management of electricity accounts/tariffs and
optimisation of Council operations for energy
    efficiency.
  • 3. Energy efficiency and renewable energy
    projects
  • Project management and facilitation for the Local
    Authorities, community groups and businesses.
  • 4. Sustainable energy training
  • Organising training courses and workshops for
Local Authority staff and the public.
  • 5. Energy Policy Development
  • The Agency works with Local Authorities to
develop sustainable energy policies in County and
Local development plans and public building
    initiatives.

4
Association of Irish Energy Agencies (AIEA)
All Irish Energy Agencies are members of The
Association of Irish Energy Agencies Mission
Statement an all-island body supporting the
development and implementation of energy policy
and best practice in an impartial and effective
manner at local, national and EU level, through
its own actions and by strengthening the
capabilities of its members

Energy White Paper 2007
  • 1. Public sector to lead deployment of
  • Bioenergy heating, Renewable electricity, CHP,
    Biofuels in transport
  • 2. Target of 33 for energy savings across the
    public sector
  • 3. Action plan for Green Public Procurement
  • 4. Social housing refurbishment and new build
    schemes to incorporate energy efficiency
  • 5. 70 million for the installation of central
heating in local authority rented dwellings

7
NATIONAL CLIMATE CHANGE STRATEGY
  • Local authorities can have a significant
    influence
  • Own energy use, procurement, raising awareness,
    stimulating action
  • Housing, Planning and other statutory functions
  • All street lighting and traffic lighting should
    be energy efficient.
  • Maximise the recovery of useful materials
    energy from residual waste
  • Procurement policy, Biofuels, Central heating
    scheme, etc.
  • Every public service organisation will be
required to adopt specific targets for reducing
emissions, and to measure and report progress in
    their annual reports.

8
Bioenergy Action Plan
  • Biofuels LA existing fleet 5, new fleet 30
  • Review Part L Building Regulations to incentivise
the use of renewable technologies and raise the
energy efficiency requirements in new buildings
    by at least 40
  • Require all street lighting and traffic lighting
    systems to be energy efficient.
  • Develop a fully coordinated cross-agency
information and education programme to raise
    awareness and acceptance of bioenergy
  • Require the public sector to lead the way on
energy efficiency with a mandatory programme of
    efficiency measures ...

9
EU Energy Performance of Buildings Directive
Jan 2007 Building Energy Rating (BER) advisory report for new dwellings
Jan 2007 Alternative energy systems assessment for large new buildings
Jan 2008 Inspection of air-conditioning systems (gt12kW)
Jan 2008 Energy efficiency scheme for boiler/heating systems (gt20kW)
July 2008 BER label advisory report for new non-residential buildings
July 2008 Public display of BER label in new large public services buildings
Jan 2009 BER advisory report for existing buildings rented or sold
Jan 2009 Public display of BER in existing large public service buildings
10
Energy Services Directive
  • 1. Public sector should set a good example
    regarding
  • investments, maintenance..energy-using equipment,
    energy services energy efficiency improvement
    measures.
  • 2. Integrate energy efficiency improvement
    considerations into
  • investments, depreciation allowances, operating
    budgets, procurement criteria
  • 3. Energy savings target of 9 for the ninth year
    of application
  • 4. Cost-effectivelargest energy savings
    shortest span of time

    ns (gt85)
  • Sectors - Transport Residential (gt75)
  • Individual Consumption Responsibility (CO2 per
    capita)
  • All Sectors Fuel Switching (Renewables, NG)

Conclusions
  • LA have key role in Climate Change Policy and
    Action Plan
  • LEAs and AIEA co-ordination, delivery and
    supporting role
  • Individual Responsibility - Public Information
    Awareness
  • Strategy must transform into Action Plan
  • Funding and Resources may be greatest barrier to
    the Plan
  • LA must be part of the solution and not the
    problem

25
Final Note
  • Sustainability
  • management and control of local natural
resources and limitation of avoidable waste with
    individual responsibility.
