Social security is considered as a new concept in
the developed and developing world
Universal Deceleration of Human Rights has
identified Social Security not only as a public
right regardless of the age, gender, race and
class of people, but also as a major indicator
of the range of growth and development of
different societies as well as quality and
quantity of social insurance services.
Diversification and expansion of the range of the
insurance services to different levels of people,
particularly to those who are productive, is
considered to be another important criterion of
improvement and development

CIVIL SERVANTS PENSION FUND (CSFP)

Introduction
The Civil Servants Pension Fund shows a dynamic
development extending the coverage as needed and
introducing ICT into everyday operations. The
development of this fund will depend largely on
external factors, i.e. the development of public
sector as a whole, its role in policy-making and
service provision as well as on the development
of the population structure. The latter factor
influencing on the development of the
organization refers to the universal problem of
early retirement ages which may hamper the
sustainability of the pension system, despite the
well developed investment policy of the Civil
Servants Pension Fund.

The Charity Foundation for Special Diseases is a
voice of small patient groups and forerunner in

Profile
Social Security Research Institute (SSRI) by
doing fundamental, developmental and applied
research and in order to promote the knowledge of
welfare and social security was established in
1992 with the support of SSO. According to the
new Charter, SSRI would become the major research
institute of social security in the Middle-East.
The approach to research in the Institute is
focused on fundamental, developmental and applied
research. This Institute as a corporate
university is in consistency with the
organizational visions, missions and values to
promote the knowledge of welfare and social
security nationally and internationally.

The main beneficiary of the results of the
researches and management development services
and education of the managers is the Social
Security Organization (SSO) however, the results
in the scientific and research activities of this
Institute in the theoretical issues and
fundamental research would be practical for all
the universities and scientific and research
centers. According to the fact that human capital
is the most important source of creating
scientific and knowledge values in the scientific
centers all around the world, the Social Security
Research Institute (SSRI) benefiting from
experienced forces attempts to base its functions
on the problem-solving approaches so that the
main beneficiaries, managers and specialists of
the social security organization, can use these
results and researches to be as much efficient as
possible in their work.

(SSRI) has been introduced as the Specialized
Research Institute of Social Security to the
International Social Security Association (ISSA).
The honorary membership of scholars from other
countries is one of the main and valuable
principles of SSRI to create the global network

Research Institute offers scientific services and
consultancy, setting up courses and workshops,
holding national and international conferences
and offering long term course (Masters Degree and

Publication activities in SSRI was begun in 1999
to develop and promote the fundamentals and
