• National Incident Management System-related
  training is one of the important elements that
  state, territorial, tribal and local entities
  must complete during Fiscal Year 2006 (Oct. 1,
  2005 Sept. 30, 2006) to become fully compliant
  with the NIMS. Jurisdictions are required to meet
  the FY06 NIMS requirements as a condition of
  receiving federal preparedness funding assistance
  in FY 2007.

• The Emergency Management Institute (EMI) serves
  as the national focal point for the development
  and delivery of emergency management training.
  This training enhances the capabilities of the
  Federal, state, and local government, volunteer
  organizations, and the private sector to minimize
  the impact of disasters on the American public.
  EMI curricula, including the Independent Study
  Program (ISP) courses, are structured to meet the
  needs of this diverse audience with an emphasis
  on how the various elements work together in
  emergencies to save lives and protect property.

• The Independent Study Program (ISP) is a distance
  learning program offered free of charge to the
  American public. It serves as both an alternate
  means to deliver valuable training to the
  professional and volunteer emergency management
  community, and an opportunity to improve public
  awareness and promote disaster preparedness
  nationally. Each year, the ISP staff issues more
  than 1,000,000 individual course completion
  certificates.

IS-100

• This course introduces the Incident Command
  System (ICS) and provides the foundation for
  higher level ICS training. This course describes
  the history, features and principles, and
  organizational structure of the Incident Command
  System. It also explains the relationship between
  ICS and the National Incident Management System
  (NIMS).

IS-200

• ICS 200 is designed to enable personnel to
  operate efficiently during an incident or event
  within the Incident Command System (ICS). ICS-200
  provides training on and resources for personnel
  who are likely to assume a supervisory position
  within the ICS.

IS-700

• This course explains the purpose, principles, key
  components, and benefits of NIMS. It also
  contains "Planning Activity" screens giving you
  an opportunity to practice some planning tasks.

IS-800

• The IS-800 course is designed primarily for
  Department of Homeland Security (DHS) and other
  Federal department/agency personnel responsible
  for implementing the National Response Plan.
  State, local and private sector emergency
  management professionals will also find great
  benefit by taking this distance learning course.

• The NIMS Training Matrix is currently constructed
  around State, Local and Federal Agencies.
  Training for the K-12 School system can easily be
  incorporated into the existing training matrix.

• The Incident Commander
• Is responsible for all activities and functions
  until delegated and assigned to staff.
• Assesses need for staff.
• Establishes incident objectives.
• Directs staff to develop the Incident Action
  Plan.

Public Information Officer (PIO)

Obtains information from and provides information
to Planning Section.

Safety Officer

Advises Incident Commander on incidents involving
safety
Works with operations to ensure safety of field
personnel
Insures safety of all incident personnel

Liaison Officer
Assist Incident Commander by serving a a point of
contact for agency representatives who are
helping the operation
Provides briefing to and answers questions from
supporting agencies

Operations Section Chief

• Develops and implements strategy and tactics to
  carry out the incident objectives.
• Organizes, assigns, and supervises the tactical
  field resources.
• Supervises air operations and those resources in
  a Staging Area.

Planning Section Chief

• Gathers, analyzes, and disseminates information
  and intelligence.
• Manages the planning process.
• Compiles the Incident Action Plan.
• Manages Technical Specialists.

Logistic Section Chief

• Provides resources and services required to
  support incident activities.
• Develops portions of the Incident Action Plan and
  forwards them to the Planning Section.
• Contracts for and purchases goods and services
  needed at the incident.

Finance/Administrative Chief

• Responsible for financial and cost analysis.
• Oversees contract negotiations.
• Tracks personnel and equipment.
• Processes claims for accidents and injuries
• Works with logistics to ensure resources are
  procured.

• This takes care of the required positions and
  training.

  modified to fit the needs of the K-12 School
  environment

• Each local, state and federal agency must meet
  NIMS requirement.
• Each School District must comply with all local,
  state and federal agencies incident and Emergency
  Operation Command procedures.
• In order to efficiently comply with NIMS, each
  member of School District EOCs should receive
  Incident Command Training.

  individual Emergency Operation Plan, which as
  stated before should be in NIMS compliance, a
  modification training matrix recommendation is
  available in your package. (See Appendix 1)
