Proposed New Ozone NAAQS

• New NAAQS proposed for eight-hour ozone signed
  June 20th, published in the Federal Register on
  July 11, 2007
• EPA is proposing 0.070-0.075 ppm also taking
  comment on range from 0.060 0.08 ppm
• Proposal includes a secondary standard, based on
  plant exposure over a growing season secondary
  standards set limits to protect public welfare,
  including protection against decreased
  visibility, damage to animals, crops, vegetation,
  and buildings
• 90-day public comment period ends October 9, 2007
• Public hearing scheduled for Houston on September
  5, 2007 (one of three)
• Final rule expected to be signed by March 12, 2008

Particulate Matter (PM 2.5)

• EPA finalized revised standards in September 2006
• PM 2.5 NAAQS
• Annual Retained standard of 15.0 mg/m3
• 24-Hour Reduced standard from 65 mg/m3 to 35
  mg/m3
• State recommendations regarding the new
  nonattainment areas due to EPA in December 2007
• Sun Metro Monitor is defined as a Microscale
  Monitor

Regional Haze SIP

• The goal is to improve visibility in the 156
  federal Class I areas including national parks
  and other federal areas with scenic values
• Natural Background Goal is 2064
• Texas has two Class 1 areas
• Big Bend National Park
• Guadalupe Mountains National Park
• SIP under development anticipate proposal in
  early December adopt summer 2008
• Progress Reports every five years
• SIP Revisions every 10 years
