2INTRODUCTION
- Mongolia is a land-locked country in
the heart of east Central Asia with large area of
approximately 1.5 mln sq.km. territory and a
population of 2.4 mln people. To the north
Mongolia borders with Russia and to the south
with Peoples Republic of China.
3- Mongolia is a non-nuclear country,
since there are no nuclear power plants and
research reactors. The application of nuclear
energy is limited. Currently, radiation sources
and radioactive substances are used in the
following social and economical sectors of our
country - - Health (radiotherapy and medical diagnostics)
- - Animal husbandry and Agriculture
- - Industry, Geology and Mining
- - Science and Education
- - Natural Environment

- Now in Mongolia we use the following
basic equipments in nuclear and radiation
research and practice - - Electron accelerator-Microtron
- - Neutron generator
- - Californium-252 source
- - Cobalt-60 source
4The Nuclear Energy Commission
- The Nuclear Energy Commission (NEC) of
the Government of Mongolia was established in
1962. NEC is responsible for development of
national policy for the activities relating
to development of nuclear research and
technology, use of radiation sources, and to
ensure radiation protection and waste management
safety. The Member of the government in charge
of science issues is a chairman of the Nuclear
Energy Commission. Organizational structure of
the NEC is given in figure 1.

5THE RCA ACTIVITIES IN MONGOLIA
- Mongolia became the 15th official member of the
RCA on October 19, 1992. Since that time our
country has been actively participating in the
RCA activities. - In October of 1993 Dr.John Easey, worked
as the RCA Co-ordinator, paid a three days
official visit to Mongolia and gave a lecture on
the policy, objectives and co-operation of Member
States of the RCA. I am pleased to emphasize that
the discussion on co-operation was great
significance. - The Expert Advisory Group Meeting on Radon
Monitoring was held in September 15-19, 1997 in
Ulaanbaatar. Seven experts from Japan, China,
Bangladesh, Australia, Vietnam and IAEA
Technical Officer, as well as about 20
specialists from several research institutes and
universities of our country participated in this
meeting.
6IMPLEMENTATION PROCEDURES OF RCA EVENTS IN OUR
COUNTRY
- In our country the Executive
Secretary of the Nuclear Energy Commission,
Government of Mongolia is acting as the RCA
National Representative and he is in charge of
all RCA activities. There is not the RCA working
level staff in this commission. - The RCA National Representative is
responsible for the following duties - 1. Expand the co-operation between RCA and our
country, develop the policy. - 2. Implement and co-ordinate all activities in
the frames of RCA. - 3. Identify the projects in which available is
to participate, put forward proposals for new
projects. - 4. Select, appoint and assist the national
co-ordinators of RCA projects, inform the RCA
Co-ordinator and Technical Officers. - 5. Provide the national co-ordinators of RCA
projects with management and relevant
information. - 6. Select the specialists and propose as
candidates for participating in the RCA events in
consultation with the national co-ordinators of
RCA projects. - 7. Deliver the materials of candidates for
participating in the meetings for the national
co-ordinators of RCA projects, regional workshops
and training courses.
7- The national co-ordinators of RCA projects
are carrying the following duties -
- Implement the project, provide the National
Representative with the relevant informations. - Select the specialists and propose as candidates
for participating in regional workshops and
training courses, organizing in the frames of RCA
activities. - Provide preparation work for the meeting
of National Co-ordinators of RCA projects,
participate in the meeting. - Prepare the report on project results and
deliver it to Technical Officer. - The list of RCA Projects, in
which our country participates in the frames of
RCA activities and implementing organizations is
given in the Table 1. As of today, our country is
participating in activities of 18 RCA Projects,
being implemented in the fields such as
agriculture, health, energy, industry,
environment and radiation protection. - The National Co-ordinators of
RCA projects were appointed and address contact
telephones, faxes and E-mail address were
delivered to the RCA Co-ordinator and Technical
Officers. -

10Since our country joined RCA the co-operation
with IAEA has developed and the opportunity for
nuclear technology applications has been
increased. The RCA Projects were effectively
implemented in our country. The list of
participants from Mongolia in RCA activities in
2003 is given in the Table 2. In 2003, 18
specialists from Mongolia in the IAEA/RCA Project
Co-ordinators Meetings, regional workshops and
regional training courses. Some of the results
are shown here the example of the implementation
of 2 projects.
11RESULTS OF RAS/6/036 PROJECT IN THE FIELD OF
HEALTH
- The five most common form of cancers are
liver (34), stomach (15), lungs (12),
esophagus (11) and womb (9). That means
morbidity and mortality of liver cancer is first
place of all cancer. Currently the main causes of
death in Mongolia are liver cancer, accounting
for 40 all cancer deaths. The incidence of liver
cancer was 51.9 per 100 000 population. - Liver cancer Radio nuclide treatment with Re-188
Lipiodol has been performed since 1 April 2002 in
Mongolia under RCA project. The phase I study
was to determine the safety transarterial Re-188
conjugated Lipiodol in the patients with
inoperable HCC. - 30 patients received one dose of
radioconjugate, from which 10 patients retreated
2 times and 1 patient 3 times. - The total of 30 patients with 41 treatments
covered the study were involved in the late
stages of disease. The study showed that the
treatment was safe with minimal side-effects at a
dose up to 200 mCi Re-188-lipiodol.
12RESULTS OF NON-DESTRUCTIVE RESTING AND EVALUATION
(NDT/NDE) PROJECTS IN THE FIELD OF INDUSTRY
- NDE Project Expert Mr.Shi Jihua from
RCA Office in Bangkok was visited to Mongolia
from 15-22 March 1995 to evaluate the current
status of NDT application and specific industrial
needs, to propose appropriate advice for futher
actions by the IAEA. He was evaluated the NDT
applications in Mongolia is not on the same scale
or technical level as the other countries in RCA
region. - First national training course on
Radiographic testing level 2 (RT-2) was held from
9 March and to 4 April 1998 in Ulaanbaatar with
IAEA/RCA expert and equipment (X-ray films and
chemicals) assistance. - The IAEA/RCA expert Mr.Gursharan
Singh from Bhabba Atomic Research Centre (BARC),
Mumbai of India was attended in this course. - In results of Mongolia participation NDT
projects were achieved following - NDT manpower development for radiographic testing
at level 3, for ultrasonic testing at level 2 and
for surface testing methods at level 3. - -ISO 9712 standard for qualification and
certification of NDT personals and ISO 17025
standard for accreditation of testing and
calibration laboratories have been implemented
with the NDT project Technical consultation. - Since 1993, 18 specialists from
Mongolia participated in the national
co-ordinators meeting (4) and in the regional
workshops (3) and training courses (11) and
gained knowledge and experience in the field of
NDT.
13THE RCA RO ACTIVITIES IN MONGOLIA
- The Government of Mongolia has been
supporting the proposal to establish the RCA
Regional Office (RO) and our representative
participated in the official opening of this
office. - The following works were done in the frames of
RCA RO activities and in the future we will
actively participate in events, organizing of
this office -
- 1. In 2002 there specialists for the RCA/KAIST
Masters Degree Courses and two specialists for
the RCA Post-doctoral Fellowship Training Program
for 2002-2003 were proposed as candidates but
they were not selected. -
- 2. Two specialists participated in 2001 and 2003
in the KOICA/IAEA Training Course on Nuclear
Power Policy, Planning and Project Management
