As Chairman of JROC, please think through what
we all need to do, individually or collectively,
to get the requirements system fixed. It is
pretty clear it is broken, and it is so powerful
and inexorable that it invariably continues to
require things that ought not to be required, and
does not require things that need to be
required. CJCSI 3170.01F. To achieve
substantive improvements in joint war-fighting
and interoperability in the battle-space of the
futureDOD is implementing processes that assess
existing and proposed capabilities in light of
their contribution to future joint, allied, and
coalition operations... One of the primary
architects of what then became JCIDS in 2003
was the then-JS J8, Lt General James Cartwright
(now as a 4-star he is the VCJCS and JROC Chair)
4Joint Requirements Oversight Council(Supported
by JCIDS and the lower levels of the JCIDS
Organization)
The JROC supports the Chairmans Title 10
responsibilities to advise the SECDEF on
capabilities, programs, and budgets. The JROC
directs the FCB process to support the mission.
- The JROC assists the Chairman in
- Identifying and assessing the priority of joint
military capability needs to meet national and
military defense strategies. - Considering alternatives to any acquisition
program by evaluating cost, schedule and
performance. - Assigning joint priority among existing and
future programs. - Formulating programmatic and budgetary advice to
SECDEF.
- JROC is the only uniformed body making
Cross-Service Resource Allocation and
Investment recommendations.

8 JCID Functions facilitating USMC engagement
in JCIDS
- Key advisors to the ACMC for JROC events.
- Coordinate development of USMC Service positions
for the JROC by the appropriate USMC Advocate or
Proponent (HQMC Dept, MCCDC, or MCSC). - Provide direct support to the Joint Capabilities
Assessment and Integration Director (JCAID) --
the USMC JCB member. - Represent (or coordinate representation for) USMC
at the O-6 level on the Functional Capability
Boards (FCB). - Assist USMC Advocates to determine and to
articulate USMC equities in other Services
programs during JCIDS review. - Help USMC staffs to prepare USMC programs for

Portfolio Management (CPM)
- OSD Objective Align DOD activities within a
corporate enterprise model to do trade space
analysis and to make better, faster, actionable
decisions - Recently grew from 4 QDR experiments to 9 CPM
functionally aligned parallel to the 9 FCBs. -
CPM. An OSD construct to holistically oversee
several related DOD processes within functional
areas. Becoming institutionalized, but roles
are still evolving and there is little
standardization between CPM Stay tuned!
Attempts to provide enterprise-wide oversight
of DOD-5000, JCIDS, and PPBE to produce holistic
results.
