3Grant Performance Report (ED 524B)
- EDs generic performance report for discretionary
grants - Used by ED program offices as an annual
performance report and now as a final performance
report ( new in FY 2005 ) - Submission through e-Reports is strongly
encouraged - Website http//e-grants.ed.gov/
- New users must register to receive a login and
password - Form can be previewed/downloaded at

4Purpose of the ED 524B
- ED collects performance measures data from
grantees to demonstrate program success to
Congress (Government Performance and Results Act) - Performance information
- Guides EDs budget request for programs
- Ensures program implementation is focused on
results - Ensures success is measured by results achieved
5Purpose of the ED 524B
- Financial and performance monitoring tool for ED
program offices for individual grants - Annual Reports Grantees provide data to
demonstrate that they are making substantial
progress toward meeting approved, goals,
objectives and performance measures to receive
continuation funding. - Final Reports Grantees provide data to
demonstrate overall project success and impact.

- Five page form for reporting all required
information - Standard format for reporting performance
measures data facilitates data sharing with other
ED systems - A Dear Colleague Letter prepared by the ED
program office will accompany form (customized
for each program) - Includes the GPRA and/or Program performance
measures that grantees are required to report on,
and - Other program office instructions

- For each GPRA and project specific objectives
included in your approved grant application, the
grantee provides - Quantitative and/or qualitative data for each
associated performance measure. Qualitative Data
is provided under Explanation of Progress block. - Project-specific performance measures (PROJECT
measures) and measures established by ED for the
grant program (i.e., GPRA and/or PROGRAM
measures). - Target and Actual Performance Data for each
quantitative performance measure.

- If Performance measure is expressed in terms of
a single number (e.g., number of workshops that
will be conducted or number of students that will
be served) - Then Grantee completes only the Raw Number
Column in Actual Performance Data Boxes.

1. The percentage of grantees whose target
students show a measurable decrease in binge
drinking. 2. The percentage of grantees that
show a measurable increase in the percentage of
target students who believe that alcohol abuse is
harmful to their health. 3. The percentage of
grantees that show a measurable increase in the
percentage of target students who disapprove of
alcohol abuse.

Performance Measures Data
- If Performance measure is expressed in terms of
a percentage (e.g., of students that attain
proficiency) - Then Grantee completes both the Ratio and
Percentage Columns of both the Target and Actual
Performance Data Boxes. - Numerator of Ratio Numerical Target (e.g., of
students that are expected to attain proficiency)
or Actual Performance Data (e.g., of students
that attained proficiency) - Denominator of Ratio Universe (e.g., all
students served) - Percentage column is automatically calculated
in e-Reports after grantee completes Ratio
column.

Performance Measures Data
- Reporting Baseline Data For Grants in their
First Budget Period - If Grantee did not include baseline data for a
performance measure in its grant application and
targets were not set - Then Grantee (for e-reports) should enter 999
in the Raw Number Column or 999/999 in the Ratio
Column of the Target Box, or N/A for manual
reports, depending on how data will be reported
in the future. - Unless otherwise instructed by the Program
Office, grantees should report baseline data in
the appropriate column(s) under the Actual
Performance Data Box.

Data Quality
- To ensure the validity and reliability of the
data, for each project objective and associated
performance measure(s), the grantee must indicate
under the Explanation of Progress block - What data were collected
- When they were collected
- Evaluation methods that were used, and
- How the data were analyzed.
- Grantee must report any modifications made to its
approved evaluation plan

- For each project objective included in its
approved grant application, the grantee provides
in the Explanation of Progress block - A description of preliminary findings or outcomes
to demonstrate progress towards each measure - An explanation of how the grantees performance
measures data demonstrate that it has met or is
making progress towards meeting each project
objective - Grantee must provide an explanation if expected
data were not attained or expected progress was
not made. Also must include a description of the
steps and schedules for addressing the problem or
issue.

- Under the Explanation of Progress block, the
grantee must also indicate how it used its data
and information from its evaluation to - Monitor the progress of the grants,
- and if needed to,
- Make improvements to the original project plan
(e.g., project activities and milestones) which
are consistent with its approved objectives and
scope of work
