ORGANIZATIONAL HISTORY
  • Founded over 70 years ago in 1935.
  • Serves Camden County and Southern New Jersey.
  • Board of Trustees composed of community and
    religious leaders, consumers, and members of the
    business community.
  • United Way agency 60 years
  • Works with over 350 health and human service
    agencies throughout the region.
  • Works with over 800 volunteers.

CPAC AREAS OF EXPERTISE
  • Advocacy for vulnerable citizens and Health and
    Human Services agencies, bringing funds resulting
    in over 40 million of services in Camden County.
  • Convenes citizens, consumers, providers,
    government and businesses to plan and coordinate
    social services regarding funding and to solve
    community problems.
  • Health, Mental Health Human Services RFP
    Process Fund Recommendations.
  • Health, Mental Health Human Services planning
    and needs assessments.
  • Planning for Child Welfare Reform and
    implementation of Camden Countys Child Welfare
    Planning Council (CWPC).
  • Implementation of community process resulting in
    Camden County Care Management Organization (CMO)
    and Family Support Organization (FSO).

Human Services Department
  • CPAC facilitates the RFP process for Camden
    County government for County Human Service grant
    funds, SSH/TANF funds, Emergency Service Grant
    funds and PEER Grouping funds.
  • CPAC also facilitates the RFP process for United
    Way of Camden County for Federal Emergency
    Management Assistance (FEMA) funding.

what is MAP?

MAP is
  • Management Assistance Program (MAP) is an
    administrative initiative by the NJ Division of
    Youth and Family Services to establish county
    level partnerships with United Ways, Human
    Services Advisory Councils and County Governments.

MAP is.
  • Designed to provide human service
    organizations with enhanced managerial and
    administrative skills to measure the
    effectiveness and efficiency of customer services.

The MAP Program uses Human Service Performance
Standards
  • The Standards serve as a common tool enabling
    organizations
  • to internally evaluate their own level of
    performance,
  • to develop planning skills,
  • to prepare for review by a variety of assessment
    teams, and
  • to serve as a training system for Governing Board
    members.

Human Services Performance Standards may serve as
  • An organizations primary planning and
    self-evaluation guide
  • As an organizations annual performance plan
    which may serve as an RFP or provide data to
    complete an RFP
  • A technical assistance service for organizations
    enabling them to maintain high standards of
    professional practice

Human Services Performance Standards may serve as
  • A common process for monitoring, evaluating and
    planning through which funding entities and Human
    Services planning bodies may assess a service
    organizations performance
  • A valuable tool to train and inform volunteer
    leadership and governing board members on a broad
    range of organizational matters.

How does MAP work?
  • An agency uses the Human Services Standards to
    complete a MAP application binder used for Desk
    Top review.
  • Organizations have their managers, governing
    board members, supervisors and staff to
    participate in the process.

  • The MAP application is reviewed by a community
    review team. Review Teams may do actual
    observation or Desk Top review (depends on the
    county).
  • Review Team reviews documentation for each
    standard and rates each.

  • Review Team shares findings with the
    organization.
  • The agency then receives a letter summarizing
    their review and providing a MAP score which is
    good for 5 years.

Resources
  • Technical assistance resources such as Skills
    Banks or Volunteer Centers are available in
    counties that participate in MAP.
  • Each county that uses the Human Services
    Performance Standards has its own resources.

Who uses MAP?
  • The Human Services Performance Standards may
    be applied to organizations funded by Federal,
    State, County, City, United Ways and private
    foundation grantors.

For example
  • In Camden County, agencies that apply for
    County Human Service Grants, SSH/TANF, Emergency
    Shelter Grant and Federal FEMA dollars MUST BE
    MAPped.

Also
  • The United Way of Camden County and CPAC are
    piloting a Common Funding Application.
  • This incorporates the use of a common
    application for funding under Camden County and
    United Way dollars with the MAP program.
