Purpose and Mission of Title X in the Office of
Family Planning
  • To make sure that people who want and need family
    planning services can get them. Priority is for
    people from low income families.
  • Mission is to provide individuals with the
    educational, medical, and social services they
    need to plan their families

Title X Services
  • Family Planning includes preventive health
    services such as pap smears, breast exams, HIV
    and STD tests, and other services related to
    reproductive health and family planning
  • Helps men and women plan pregnancies and make
    sure time between babies provides the best chance
    for healthy babies, and a healthy start for
    children

  • 87 service grantees
  • 57 of grantees are State, Territorial, Tribal,
    County, or Local Health Agencies
  • Remainder are universities and community-based
    not for profit agencies
  • More than 4,400 clinics in network
  • In more than 75 of U.S. Counties, at least one
    Title X funded clinic

Scope of Title X Services
  • Voluntary

  • Priority low income charges based on sliding
    fee schedule according to family income
  • Any individual desiring services - male and
    female, regardless of ability to pay
  • Under the direction of a physician with training
    or experience in FP
  • Most services provided by NPs, CNMs, PAs

  • Physical Exam and Related Preventive Health
    Services
  • Clinical procedures as indicated for method
  • Laboratory tests as indicated for method
  • Contraceptive methods
  • Level 1 Infertility services

Adolescent Services
  • All services required by Title X
  • Encourage family participation in the decision of
    minors to seek family planning services -
    required
  • Counseling on resisting attempts to coerce minors
    into engaging in sexual activities
  • Counseling and age appropriate information
    without assumption that adolescent is sexually
    active
  • Information about abstinence as well as other
    methods of contraception

    on-site or by referral required of all Title X
    projects

To Summarize
  • Title X began as a program to provide family
    planning services to persons who did not have
    them
  • Over time, the program has grown to provide more
    health services for persons, especially women, in
    their reproductive years
  • Family Planning helps people plan their families
    so that children and families have a healthy
    start
  • Title X Family Planning is the primary source of
    health care for many people, and provides a way
    to find health care for the entire family
